SeaPort: Site Security Manager (SSM) Support Services for SMWDC

NAVSUP Fleet Logistics Center San Diego is seeking capable sources and industry input to provide SMWDC with a full-time Site Security Manager (SSM) in San Diego, California via a SeaPort NxG Task Order. The Contractor shall provide expert recommendations, oversight, and planning for secure construction projects In-Accordance-With (IAW) Intelligence Community Directive (ICD) 705 and Department of Defense (DoD) policies, specifically supporting the Building 3291 renovation that is currently underway. Capability statements should specifically highlight the vendor's ability to provide personnel with an active Top Secret/Sensitive Compartmented Information (TS/SCI) clearance, and demonstrate specialized experience in SCIF/SAPF construction, ICD/ICS-705 standards, and providing STC and IEEE 209-2006 testing. The period of performance shall include a twelve (12) month base period, with an optional six (6) month extension under FAR 52.217-8, Option to Extend Services. This is a new requirement. A draft Performance Work Statement (PWS) is attached to this announcement and please include your business size, socioeconomic status, cage code, and your SeaPort NxG Contract Number in your submission. For small business set-asides FAR clause 52.219-14, Limitations on Subcontracting, will apply. Note that if there is sufficient demonstrated interest and capability among small businesses, a key factor in determining if an acquisition will be a small business set-aside is that two (2) or more potential small business prime contractors must be capable of performing at least 50% of the effort, as defined in FAR clause 52.219-14, either alone or in conjunction with other similarly situated entities. Please provide details regarding teaming arrangements, and if subcontracts are to be used, detail the anticipated percentage of the effort to be subcontracted and whether small or large business subcontractors will be used. This is a sources sought for market research purposes. The Government s requirement may change at any time. DONOT submit proposals in response to this sources sought.
