Description

The Office of Chief Financial Officer (OCFO), Financial System Division (FSD), Financial Systems Modernization (FSM), proposes to enter a contract on a basis other than full and open competition to provide critical support to the FSM effort under authority 10 U.S.C. 3204(a)(7). Over the past eleven years, Guidehouse has provided continuous FSM PMO, functional, and technical support through the final stages of system implementation. This continuity of support is critical given the program s current phase and proximity to system go-live. As FEMA approaches deployment, maintaining uninterrupted support across active workstreams is necessary to ensure system stability, data integrity, audit readiness, and operational continuity. Any disruption to this continuity at this stage would introduce unacceptable risk to program execution and mission delivery.
