Amendment 1 notes: Removed some language about attachments. 126 ARW Engine Covers Question answers: Answer on the preference for attachment style: The 126 ARW is trying to move away from systems that wrap around the engine due to scratching the engine. The preferred way to attach the engine cover is using government supplied lanyards, attaching those to the cover, and using government supplied pins to attach the cover. Answer on color specifications: The government has specified the visible color. None visible parts of the cover do not need to be orange. Answer on contractor access to aircraft: The government is willing to allow awarded contractor to inspect engines. Answer on tamberine style: The tamberine style covers have internal frames which allow minimal personel to construct and attach the covers. One of the evaluation factors is on form factors for how these covers are stored, as they travel with the aircraft. STATEMENT OF REVOLUTIONARY FAR OVERHAUL (RFO) COMPLIANCE This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in RFO Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through the RFO baseline, as mandated and implemented for the Department of War (DoW) under Class Deviation 2026-O0005, Implementation of the Revolutionary FAR Overhaul. NAICS AND SIZE STANDARD North American Industrial Classification Standard 336413 applies to this solicitation; business size standard is 1,250 employees. The Contracting Officer reserves the right to issue a purchase order under a different NAICS if the company would qualify as a small business under the solicited NAICS. FUNDING NOTE Funds are not presently available for this acquisition. No contract award will be made until appropriated funds are made available. The 126 ARW is seeking funding from executive ANG agencies but requires executable quotations to request the funds. Be advised, the contract will only be funded if there is money available from the funding agency. REQUIREMENT DESCRIPTION The 126th Air Refueling Wing requires Tambourine type Heavy duty vinyl or appropriate material (orange), with provided artwork to be added, sized and centered. Aircraft is a KC-135. Each tail art per set will have it's own unique tail number added. Questions regarding this requirement must be submitted in writing to 126.ARW.MSC@us.af.mil no later than 3 days prior to the solicitation due date. ADMINISTRATIVE NOTE TO VENDORS: This solicitation is issued as a Request for Quotation (RFQ). Any reference to "Offeror," "Offer," or "Proposal" within the incorporated provisions and clauses (including RFO 52.212-1 and RFO 52.212-2) shall be read and be interpreted as "Vendor," "Quoter," "Quote," or "Quotation" respectively. Submitting a quote does not legally bind the vendor to a contract; a binding agreement is only formed when the Government issues a purchase order and the vendor accepts it. PROVISIONS AND CLAUSES INCORPORATED IN FULL TEXT RFO 52.212-1 Instructions to Quoters - Commercial Products and Commercial Services (DEVIATION) (a) Submission of offers. Quotes shall be submitted electronically via email to 126.ARW.MSC@us.af.mil. The subject line of the email must read: "RFQ Response to [solicitation number starting with W50S7S] , [Insert Vendor UEI]". As a minimum, offers shall include (1) The solicitation number; (2) The name, address, telephone number of the Offeror; (3) The Offeror s Unique Entity Identifier (UEI) and, if applicable, Electronic Funds Transfer (EFT) indicator; (4) Information necessary to evaluate the factors contained in the provision at 52.212-2 or as described in the solicitation; (i) A completed pricing sheet for each CLIN: (ii) A technical submission providing the following specific product details: (A) The proposed manufacturer/brand name and part number for each item/set. (B) Country of origin. (5) Responses to provisions that require Offeror completion of information, representations, and certifications (other than those collected via the System for Award Management (SAM)); and (6) A statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and any solicitation amendments. (b) Period for acceptance of offers. The Offeror agrees to hold the prices in its offer firm for 60 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation. (c) Late submissions, modifications, revisions, and withdrawals of offers. (1) Offerors are responsible for submitting offers and any modifications or revisions to the Government office designated in the solicitation by the time specified in the solicitation. (2) Any offer, modification, or revision received after the time specified for receipt of offers is late and will not be considered unless it is received before award is made and the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition. However, a late modification of an otherwise successful offer that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted. (3) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume. (4) Offerors may withdraw their offers by written notice to the Government received at any time before award. (d) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the Offeror s initial offer should contain the Offeror s best terms. However, the Government reserves the right to conduct discussions, if necessary. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received. (e) Debriefings. If a postaward debriefing is given to requesting Offerors, the Government will disclose the following information, if applicable: (1) The agency s evaluation of the significant weak or deficient factors in the debriefed Offeror s offer. (2) The overall evaluated cost or price and technical rating of the successful Offeror and the debriefed Offeror and past performance information on the debriefed Offeror. (3) The overall ranking of all Offerors when any ranking was developed by the agency during source selection. (4) A summary of the rationale for award. (5) For acquisitions of commercial products, the make and model of the product to be delivered by the successful Offeror. (6) Reasonable responses to relevant questions posed by the debriefed Offeror as to whether the agency followed source-selection procedures set forth in the solicitation, applicable regulations, and other applicable authorities. (End of provision) RFO 52.212-2 Evaluation - Commercial Products and Commercial Services (DEVIATION) (a) The Government will issue a purchase order to the responsible vendor whose quote, conforming to the solicitation, is determined to represent the best value to the Government. The following factors shall be used to evaluate quotes for the purpose of awarding a contract: Factor 1: Technical Capability Factor 2: Past Performance Factor 3: Price Quotes will be comparatively evaluated. Any technical advantage will be weighed against price offsets to determine if added value is worth the expense. The 126ARW desires ease of use (install and uninstall) for the engine covers. (b) Evaluation Methodology: Factor 1: Technical Capability / Experience.
