The 356th Expeditionary Theater Support Group (356 ETSG/CONS) Contracting Office is posting this solicitation for a design-build construction project to deliver a membrane shelter at Matsushima Japan Air Self-Defense Force (JASDF) Base, Japan. Complete project requirements, technical specifications, and performance parameters are detailed in the attached draft Statement of Work (SOW) and corresponding project drawings. SPECIAL NOTICE: MANDATORY JAPANESE LICENSING REQUIREMENT In accordance with Japanese Construction Industry Law (Law No. 100 of 1949), the Prime Contractor (or the lead entity of a joint venture) MUST hold a valid Japanese Construction License at the time of proposal submission. No Subcontracting of License: To ensure direct performance accountability and robust contract administration, the offering Prime Contractor itself (or the lead entity of a Joint Venture) must hold this license.
