Performance Work Statement (PWS) Haul-Out, Welding, and Launch Services 47-Foot Motor Lifeboat (MLB) 47237 – Port Quarter Welding 2.1 Purpose & Background Purpose: The purpose of this Statement of Work (SOW) is to establish the requirements for a qualified haul-out facility (hereinafter “Contractor”) to remove the 47-foot Motor Lifeboat (MLB) Hull Number 47237 from the water, perform specified welding repairs on the port quarter of the vessel, and return the vessel to the water. Following launch, Government personnel will observe operational testing of the completed welding work. Background: Vessel identification: 47' MLB 47237 requires welding repairs on the port quarter. The work location on the vessel does not require certification by a marine chemist to gas-free the space. All materials required for the welding shall be sourced by the Government unit and provided to the Contractor prior to or at the time of work performance. This SOW defines the technical and performance requirements necessary to complete the haul-out, welding, launch, and support of operational testing. 2.2 Scope of Work The Contractor shall provide all personnel, labor, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Haul-Out, Welding, and Launch Services for the 47-Foot Motor Lifeboat (MLB) 47237 (Port Quarter Welding) as defined in this Statement of Work: Haul the 47' MLB 47237 out of the water using appropriate haul-out equipment and facilities. Perform welding repairs on the port quarter of the vessel in accordance with applicable welding standards and Government direction. Welding materials will be furnished by the Government. Upon satisfactory completion of the welding work, launch the vessel back into the water. Support Government observation of operational testing of the completed welding after the vessel is returned to the water. Due to the unit’s remote location, the vendor shall maintain a business location within 100 miles of the unit to ensure timely access, responsiveness, and continuity of support. Overland transportation of the vessel is not practicable due to its overall dimensions and weight. The vessel measures 47 feet 11 inches in length, has a 14-foot beam, a draft of approximately 4 to 4.5 feet, and a full-load displacement of 40,000 pounds. Its size, weight, and 5456 marine-grade aluminum hull construction create significant transportation, permitting, routing, and handling requirements. 2.3 Specific Tasks Task 1 – Pre-Haul Coordination (4.1) Coordinate haul-out schedule with the Government unit to minimize operational impact. Receive and inventory Government-furnished welding materials prior to commencement of work. Confirm vessel condition and readiness for haul-out with Government representatives. Task 2 – Haul-Out Operations (4.2) Safely haul the vessel out of the water using Contractor facilities and equipment rated for the vessel’s size and weight. Position the vessel securely to provide safe and adequate access to the port quarter work area. Ensure the vessel is properly blocked, shored, or supported in accordance with industry best practices and facility procedures. Task 3 – Welding Work (4.3) Perform welding on the port quarter as directed by the Government unit using Government-furnished materials. Conduct all welding in accordance with applicable codes, standards, and good marine welding practice. Note: A marine chemist is not required to gas-free the work space due to the location of the repair area. Notify the Government unit upon completion of welding for inspection prior to launch. Task 4 – Launch Operations (4.4) Upon Government acceptance of the welding work, safely launch the vessel back into the water. Ensure the vessel is free of any temporary supports, debris, or equipment prior to launch. Task 5 – Operational Testing Support (4.5) Provide access and support as necessary for Government personnel to observe operational testing of the completed welding after the vessel is returned to the water. Remain available to address any issues related to the haul-out or welding process that may become apparent during initial operational checks. 2.4 Government-Furnished Materials (GFM) All materials required for the welding repairs shall be sourced by the Government unit and provided to the Contractor. The Contractor shall not be responsible for procurement of welding consumables, plate, or other repair materials. The Government unit will deliver materials to the Contractor’s facility in a timely manner to support the agreed work schedule. 2.5 Deliverables & Acceptance Criteria Work will be considered complete and acceptable when: The vessel has been safely hauled out and properly secured. Welding on the port quarter has been completed to the satisfaction of the Government unit using the provided materials. The vessel has been successfully launched back into the water without damage attributable to the haul-out or launch process. Government personnel have been afforded the opportunity to observe operational testing of the welding, and no defects related to the Contractor’s work are identified that require immediate correction. Due Date: All services must be completed and deliverables submitted in accordance with the mutually agreed schedule. 2.6 Place & Period of Performance Place of Performance: Services shall be performed at the Contractor’s haul-out facility (must be capable of safely handling a 47-foot Motor Lifeboat and located within 100 miles of the unit). Period of Performance: The period of performance shall be as mutually scheduled between the Government unit and the Contractor. Work shall be completed in a continuous effort once the vessel is hauled, minimizing the time the vessel remains out of the water, unless otherwise coordinated with the Point of Contact. 2.7 Safety and Special Provisions Marine Chemist / Gas-Free Certification: Not required. Due to the location of the welding on the port quarter, a marine chemist is not required to gas-free the space. Safety: The Contractor shall comply with all applicable Occupational Safety and Health Administration (OSHA) standards, facility safety procedures, and good marine industry practices throughout the performance of this work. Environmental: The Contractor shall take all necessary precautions to prevent the release of pollutants…
