7230--Combined Synopsis RFQ: WINDOW TREATMENT REPLACEMENT

Description This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format Revolutionary FAR Overhaul (RFO) in Federal Acquisition Regulation (FAR) subpart 12.202, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular, FAC Number 2026-01, effective date of 03/13/2026. This solicitation is set-aside for Small Business. The associated North American Industrial Classification System (NAICS) code for this procurement is 314120, with a small business size standard of 750 employees. The FSC/PSC is 7230. The Northport VA Medical Center is seeking sources that can provide Webblock anti-ligature shades and Solomount Window Shades. The VA has a preference for domestic end items manufactured in the United States. All interested companies shall provide quotations for the following: Line Item Description/Part Number Quantity 0001 Measure, supply and install Webblock shades 56 0002 Measure, supply and install Solomount shades 163 Statement of Work: Awarded vendor is to Measure all windows to confirm sizes, order all required shades and determine best installation method for each type of shade and window. Contractor is to remove existing window treatments, cart offsite for disposal at contractor s expense and install new window shades in Building 65 1st and Building 64 2nd floor. Bedrooms and toilet rooms are to be Webblock anti-ligature shades, all other windows on these buildings/floors are to be Solomount window shades. Fabric of shade to be from the WT line at 1 3% openness and will be chosen by the VAMC Interior Designer. Project Scale: 1st floor of Building 65 and 2nd floor of building 64 all windows unless otherwise noted. 56 windows will require shades that are Webblock, 163 windows will require shades that are Solomount. Heights are approximately 70 H, widths range from 31 to 81 , matrix and floorplan is attached. Project Overview This Statement of Work outlines the removal and offsite disposal of existing window treatments across two buildings, followed by the supply and installation of new Webblock window shades in all bedrooms and Solomount window shades in all other areas. Scope of Work Measure and assess all windows in Building 65 1st floor and Building 64 2nd floor for exact measurements and installation requirements prior to answering solicitation. Apply measurements to shade order of Webblock window shades in bedrooms and bathrooms and Solomount window shades in all other locations. Order shades based on plans, matrix, field measurements and site conditions t. Contact COR to schedule installation dates after order has shipped. Provide a schedule of work times and locations for each day and a timeframe for overall installation for each building and how it will be accomplished logistically. Upon approved schedule remove existing window treatment, dispose of off property per all state, federal and local laws, and immediately replace the window treatment with the correct associated window treatment, complete with all hardware and fabric. Webblock window shades will be installed in toilets and bedrooms, Solomount window shades will be installed on all other windows in Building 65 first floor and Building 64 2nd floor. A. Removal and Disposal Remove all existing window treatments from all windows in both buildings. Detach brackets, hardware, and associated components as required. Transport and dispose of all removed materials off property in compliance with local regulations. Leave each workspace clean and free of debris. Vacuum all dust created by the removal and replacement of window shades. Return all wall, ceilings, windows and floors to the same condition as before the work started. B. Supply New Window Shades Verify and confirm all window measurements, onsite, prior to ordering materials and products. Order and provide Webblock window shades for all designated bedroom windows and toilet windows in Building 65 first floor and Building 64 2nd floor. Order and provide Solomount window shades for all other windows in Building 65 first floor and Building 64 2nd floor. C. Installation Install Webblock shades in specified bedroom and toilet windows in Building 65 1st floor and Building 64 2nd floor. Install Solomount shades in all remaining windows in Building 65 1st floor and Building 64 2nd floor. Ensure all shades are properly mounted, level, and fully operational. Remove all packaging and installation debris from the site. Leave each workspace clean and free of debris. Vacuum all dust created by the removal and replacement of window shades. Return all wall, ceilings, windows and floors to the same condition as when work commenced. D. Materials and Equipment Contractor to supply all shades, mounting hardware, brackets, and accessories for a full and complete installation of Webblock and Solomount window shades for all windows included in this project. Contractor to provide all necessary tools and equipment to complete the work to install Webblock and Solomount window shades for all windows included in this project, safely and efficiently. E. Responsibilities 1. Contractor Responsibilities: Perform all work in a professional and safe manner. Protect interior finishes during removal and installation. Maintain a clean and orderly workspace. Comply with building rules, codes, and safety guidelines. 2. Client Responsibilities: Provide access to all areas and windows during scheduled work hours. Confirm shade selections, fabric choices, control types, and installation locations prior to ordering. F. Warranty 1. Product Warranty Webblock and Solomount shades include a manufacturer warranty covering defects in materials and mechanisms as specified by the manufacturer. This warrantee is to be executable by VAMC, Northport with InPro. The product is to be warranted against defects in materials or workmanship for the time-period specified below; provided that the product was properly installed, the product was made or assembled exclusively from our materials and components, and our recommendations were followed with regards to limitations and specifications. This warranty extends only to the original purchaser of the product and for the initial installation only. Installation Warranty Contractor will provide a workmanship warranty covering installation related defects for a defined warranty period of 3 years. Warranty excludes damage caused by misuse, tampering, or environmental factors outside manufacturer recommendations. G. Schedule All work schedules will be approved by COR and will be on weekdays between the hours of 8 am and 4 pm weekdays and normal workdays and hours. The following are federal holidays are that are not included workdays: New Year s Day, Birthday of Martin Luther King, Jr., Wahington s Birthday, Memorial Day, Junteenth, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, Christmas Day. If the contractor wishes to work on off hours, it must be previously approved and scheduled and at no additional cost to the VAMC. Work will only commence after all materials have been ordered and delivered with the vendor providing storage of all materials for up to 30 days and days that account for the whole schedule of the project. Materials are to be moved to the location of the job every day; these are active residences with patients on them. No materials or tools can be stored on or in Building 65 first floor and Building 64 2nd floor or other patient areas. Tools cannot be left unattended during the installation. Project timeline will be coordinated with the COR and reviewed with the end users and adjusted if necessary if conditions or program scheduling dictates. H. Acceptance The project will be considered complete once all shades have been installed, tested for proper operation, and all debris has been removed from the premises. I. Product Specifications 1.
