Description

Pearl Harbor Naval Shipyard & IMF hereby publicizes its intent to solicit a sole-source, firm-fixed-price contract for commercial services. In accordance with the Revolutionary FAR Overhaul (RFO), this action is executed under the authority of RFO 12.201-1 (Simplified Procedures for Commercial Products and Commercial Services) and is publicized in accordance with RFO 12.202(a) and RFO 5.101(a). Address: 1725 N 600 W Logan Utah 84321-8107 UEI: PMEEVBBB7418 The Government requires commercial structural repairs and hardware replacement on a Vertical Reciprocating Conveyor (VRC) located on the Dry Dock at PHNSY & IMF. The proposed contract action intends to solicit from only one source. The Naval Sea Systems Command (NAVSEA) Technical Warrant Holder (TWH) has formally determined that only the Original Equipment Manufacturer (OEM) possesses the proprietary engineering data and specialized drawings required to provide repair services for this equipment. Ducworks is the original manufacturer who owns the proprietary design drawings for the damaged VRC, and is unable to share these drawings with other contractors. Market research also confirms the OEM does not license or authorize any third-party providers to perform this service. This notice of intent is not a formal request for competitive proposals. A solicitation will be issued to the intended source after the expiration of this notice. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Interested parties must demonstrate their ability to meet the Government's strict technical and safety requirements (including access to OEM proprietary data) by submitting documentation electronically to the Contracting Specialist at colby.m.teruya.civ@us.navy.mil and Contracting Officer at lyndon.g.paloma.civ@us.navy.mil no later than the response date and time specified above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
