Description
The 502d Contracting Squadron, Joint Base San Antonio-Randolph, TX 78150, intends to solicit and award a sole source firm-fixed-price contract to Advantor Systems to provide ACS Replacement and Modernization and CCTV System Upgrade and Replacement in support of 902d Security Forces Squadron (SFS) Emergency Communications Center (ECC), JBSA Randolph AFB, TX 78150. The action will be executed in accordance with Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO) Part 12, Acquisition of Commercial Products and Commercial Services, under the authority of 10 U.S.C. 3204(a)(1), "Only one responsible source and no other supplies or services will satisfy agency requirements". The North American Industry Classification System (NAICS) code is 561621 with an industry size standard of 1,250 employees and the associated Product Service Code (PSC) is N063. This Notice of Intent is not a request for Proposals or Quotations. No solicitation document exists, and no telephone or email inquiries will be accepted. No contract award will be made based on proposals or quotations received in response to this notice. Interested persons may identify their interest and capability to respond to the requirement and should furnish detailed data concerning their capabilities to provide services sought including pricing data and technical data sufficient to determine that a comparable source to the government is available. The government may consider all Expression of Interest documentation received prior to 008/31/2026 at 9:00 am CDT Capability statements shall not exceed 6 (8.5 x 11 inch) pages using a font size no smaller than 10-point. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. Perform all required tasks in strict compliance with the Intelligence Community Standard (ICS) 705-1,ICD/ICS 705 Technical Specifications (Version 1.5.1), and CNSSAM TEMPEST/01-13 RED/BLACK Installation Guidance for secure spaces and Sensitive Compartmented Information Facilities (SCIFs). In accordance with ICS 705-1, all personnel performing finish work, wiring, and system configuration within Room 16 must be U.S. citizens and possess the appropriate security clearances (SECRET minimum, TOP SECRET where designated by the SSM or AO). Advantor Systems is the developer and sole provider of the proprietary hardware and software currently utilized by the 902d Security Forces Squadron (SFS) Emergency Communications Center (ECC) to integrate and monitor Joint Base San Antonio (JBSA)-Randolph. Advantor Systems is the incumbent installer and maintainer of the base-wide physical security intrusion detection system (IDS) infrastructure at Joint Base San Antonio (JBSA)-Randolph. Selecting any vendor other than Advantor would necessitate a complete, base-wide rip-and-replace of all existing Advantor equipment. This would require the procurement and installation of entirely new alarm hardware and sensors across every facility at JBSA-Randolph, resulting in substantial, non-recoverable, and duplicated costs to the government. Integrating third-party products into the existing infrastructure would void current Advantor OEM warranties and compromise the integrity of the base-wide integrated security monitoring system due to protocol incompatibility with Advantor s proprietary secure communication protocols. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered for the sole purpose of determining whether to conduct a competitive procurement.
