NOTICE OF INTENT TO SOLE SOURCE Epiq X40 + PDK Kit - 450MHz BW Software Defined Radio 1. Point of Contact & Solicitation Information Action: Intent to award a sole-source, firm-fixed-price commercial purchase order. Contracting Officer: Jeffrey Snyder Email: jeffrey.snyder.20@us.af.mil Address: 1947 Harrington Memorial Road, Mansfield, OH 44903 Agency: 179th Airlift Wing, 278th Cyber Operations Squadron 2. Set-Asides & Codes Proposed Set-Aside: N/A NAICS Code: 334220 Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing Product Service Code (PSC): 5820 Radio and Television Communication Equipment, Except Airborne 3. Description of Requirement The Government requires one (1) Epiq Solutions Matchstiq X40 Software Defined Radio (SDR) transceiver and its associated Platform Development Kit (PDK). This COTS hardware must provide a native 18 GHz tuning range, 450 MHz instantaneous bandwidth, and a 4R1T channel configuration, all within a miniaturized M.2 card form factor suitable for integration into SWaP-constrained tactical payloads. 4. Justification for Noncompetitive Action Intended Source: Epiq Design Solutions, LLC (CAGE: 5J4S9) Reason for Lack of Competition: The OEM, Epiq Solutions, holds the proprietary hardware designs and software libraries required for immediate development. Market research confirmed that no alternative COTS products exist that meet the Government's minimum requirements, and the OEM does not utilize an authorized reseller network. A redacted copy of the Single Source Justification is attached to this notice. 5. Instructions, Procedures, and Response This notice of intent is not a request for competitive proposals. The procedure for awarding the contract will be the issuance of a firm-fixed-price purchase order directly to the identified sole source, Epiq Solutions, LLC, following the closing of this notice period. The anticipated award date is on or about 18 August 2026. While this is not a competitive solicitation, all responsible sources may submit a capability statement, which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Capability statements must be submitted electronically to the Contracting Officer at the email address listed in Section 1, no later than 13 August 2026 at 2:00 PM EST.
