Description

This notice of intent is published in accordance with Federal Acquisition Regulation (FAR) 5.201 and is NOT a request for proposals. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The proposed solicitation number is W909MY-26-R-A005. The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG) Belvoir Division, in support of Product Manager Force Protection Systems (PM FPS), intends to award a Firm Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract on a sole source basis with Minuteman Security Solutions, LLC under the authority implemented by FAR 6.302-1. The objective of this acquisition is to provide Integrated Commercial Intrusion Detection System-V (ICIDS-V) hardware and software for multiple Military Installations. ICIDS-V provides intrusion detection capabilities for Installation Commanders to protect Government assets and information. ICIDS-V consists of Commercial off-the-Shelf (COTS) equipment, interior and exterior sensors, Primary Monitor Consoles (PMC), Remote Status Monitors (RSM), Remote Area Data Collectors (RADC), Closed Circuit Television (CCTV), and Entry Control Equipment (ECE). This effort includes: Engineering Support Test Laboratory (ESTL) Intrusion Detection System (IDS) Site Survey (SS) Site Specific Design (SSD) Site Preparation Installation Materials One Year Warranty System Performance Verification (SPV) and Government Endurance Testing (ET) The system shall be a reliable, modular, scalable, open architecture for system and subsystem design supporting lifecycle supportability and capability growth. The ICIDS-V solution shall be based on integrated system performance, industry best practices, long-term availability, and supportability. The applicable North American Industrial Classification Systems (NAICS) code for this requirement is 334290 - Other Communications Equipment Manufacturing. Product Service Code (PSC): 6350 - Miscellaneous Alarm, Signal, and Security Detection Systems. ICIDS-V shall be delivered and installed Continental United States (CONUS) and Outside the Contiguous United States (OCONUS). Interested parties may identify their interest and capability to respond to the requirement no later than 7 calendar days after the date of this synopsis, 15 September 2026. The Government will consider all responses to this notice, and any responses must be sent via email to the Contracting Officer, Rosetta Wisdom-Russell at rosetta.wisdom-russell.civ@army.mill and/or the Contract Specialist, Thao Trinh at thao.h.trinh.civ@army.mil. Broad statements of experience or general marketing materials will not be considered. The Government will not consider any response that fails to address these specific points. The Government will review any capability statements received and make a final determination. If no responses are received, or if the responses received fail to provide sufficient evidence to warrant competition, the Government will proceed with the planned sole-source follow-on award for continuation of support to Minuteman Security Solutions, LLC under the authority implemented by FAR 6.302-1
