Description

NOTICE OF INTENT TO AWARD SOLE SOURCE - ISO Spreader Bar Inspection, Testing, and Certification Services: HUBZone The Government intends to award a firm-fixed-price contract on a sole-source basis to Island Search Corporation, an SBA-certified HUBZone small business concern, for inspection, proof-load testing, and certification of four Government-owned ISO container spreader bars. This acquisition is for commercial services and is being conducted in accordance with FAR Part 12. The Government intends to make a sole-source award to a HUBZone small business concern pursuant to FAR 19.105-3 and the statutory authority of 15 U.S.C. 657a. Based on market research, the Contracting Officer does not have a reasonable expectation that offers would be received from two or more HUBZone small business concerns capable of satisfying the requirement. Island Certs Corporation has previously tested these specific ISO spreader bars and possesses the specialized testing fixtures, historical test and calibration data, and technical capability necessary to perform the required testing and certification in Guam in accordance with applicable NAVFAC P-307 requirements. This notice is not a request for competitive quotations. However, any SBA-certified HUBZone small business concern that believes it is capable of satisfying the requirement may submit a capability statement demonstrating its ability to meet the Government s technical and schedule requirements. Information received will be considered solely for the purpose of determining whether a competitive HUBZone acquisition is appropriate. The Government will consider capability information received in response to this notice in determining whether competition is practicable. Submission of a capability statement does not constitute a request for quotation, and the Government is not obligated to issue a competitive solicitation as a result of this notice. Responses shall be received no later than Friday, 4 September 1000 ChST and shall reference N62649-26-ISOSPREADER.
