Description

The purpose of this order is to obtain contractor support services to provide Project Management, Business and Data Analysis, and Core Development Services for the CFPB HMDA Platform. Core Program Management and Business Analyst Services The Contractor shall provide Project Management, Business and Data Analysis support to the existing CFPB HMDA Operations staff and contractor team. The Contractor shall provide subject matter expertise in Regulation C and in the implementation of HMDA regulations into program code to support the program. The contractor provided team will support a range of activities, including but not limited to: Provide expertise in the interpretation and analysis of data collected under Regulation C, assisting with translating regulatory requirements into tasks for the existing team of programmers to develop into computer code. Support the process of integrating regulatory changes into program code by coordinating between the CFPB Regulations team and the technical team and provide insights to both teams through data and business analytic methods on potential impacts of proposed regulatory actions on computer code, regulatory data filers, and CFPB publications. Assist the RegTech Director and HMDA Operations staff in short- and long-term planning efforts, team planning discussions, prioritization of program code development and feature updates, and assist with daily standup meetings. Support an agile development approach for interactive and incremental delivery of features into production systems. Utilize GitHub repositories, issues, and project boards to organize and tracking tasks. Provide project management support to technology, analytic, publication, and user outreach efforts as directed by the CFPB staff. Provide industry standard analytic skills, and experience in supporting system users. Provide second tier support to HMDA platform customers to solve issues arising during annual submission of application, lending, and institution data, including error detection and resolution of large loan application register data files. During the HMDA Filing season, the vendor team may also provide limited second tier support to HMDA Operations systems deployed into production. Core Development Services The contractor team will be responsible for the Operation and Maintenance of the existing HMDA Platform, as well as building new features and updates for production as an Akka (and transitioning to Pekko) clustered application in a highly scalable environment running in Docker containers and deployed on an Amazon EKS cluster using reactive programming principles. This task includes the entire process of building, testing, and deploying program code, in a containerized, microservices environment. As well as: Provide Scala backend code writing and frontend application code writing using industry best practices. Deliver high-quality program code by utilizing industry standard automation. Support the operational management of the HMDA Platform cluster through metrics and monitoring, configuration of Kubernetes orchestration, and managing of clustered applications using Ambassador. Additionally, the vendor supplied team will support the existing CFPB team with product planning and in supporting decision makers in the general direction of the HMDA Platform using lean/agile methodologies and GitHub repositories for code and project management.
