Sheet provides answers to questions submitted to before 7/8/2026. Questions received on 7/8/26 or later will be answered shortly. _______________________________________________ Notice to Offeror(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. Please refer to the attached solicitation document for full terms, conditions, and applicable clauses (including FAR 52.232-18). SECTION A: Introduction The National Geospatial-Intelligence Agency (NGA) is issuing a Commercial Solutions Opening (CSO) authorized by the Department of Defense (DoD). Under a CSO, NGA may competitively award proposals received in response to a general solicitation, similar to a Broad Agency Announcement (BAA), to acquire innovative commercial items, technologies, and services based on a review of proposals by scientific, technological, or other subject matter expert peers within NGA and their National System for Geospatial Intelligence (NSG) partners. Under this CSO, all items, technologies, and services shall be treated as commercial items. NGA executes projects in service to its NSG partners. This project focuses on the following topic: Foundation GEOINT (FG) Change Detection (CD). Foundation GEOINT is a global geospatial operational framework describing the physical and cultural characteristics of the world. It is a critical part of NGA s mission to satisfy intelligence, defense, civil and commercial needs with foundation data, innovative products and services whether delivered through geographic information system-enabled applications or hard-copy map products. NGA content areas supporting the framework encompass the earth sciences, gravity, magnetics, geodetic surveys, elevation, precise imagery, coordinate systems, global navigation satellite systems, topography, cartography, geographic names, human geography, political geography, and safety of navigation for maritime and aeronautical domains. NGA intends to obtain innovative solutions that respond to these requirements. Solutions may include existing technologies or procedures that are not currently in use that would enhance or streamline mission capabilities. Innovative is defined as any new technology, process, or method, or any new application of an existing technology, process, or method, as of the proposal submission date. This CSO is exclusively for the attached Topic of Interest ( TOI ). NGA will use a two-step evaluation process (See Section B). SECTION B: Instructions & Procedures for Preparation and Submission of Solutions A. Summary of Requirement 1. The National Geospatial-Intelligence Agency (NGA) is conducting a commercial solution opening (CSO) authorized by 10.S.C. 3458 and Defense Federal Acquisition Regulation Supplement, Subpart 212.70, Defense Commercial Solutions Opening. NGA intends to solicit Solution Briefs in response to the Topic of Interest (TOI) which NGA may change, amend, open, and close from time to time at NGA s sole discretion. Interested offerors are encouraged to frequently check this CSO for new or revised TOI. NGA intends to keep this CSO HM04626SC001 open until 14 July 2026; however, NGA reserves the right to close this CSO at any time. 2. In accordance with 10 U.S.C. 3458(c)(2), any contract or agreement NGA may award pursuant to this CSO shall be Fixed-Price. NGA intends to award commercial contracts in accordance with DFARS 212.7002(b); however, NGA may, at NGA s discretion, award an Other Transaction Agreement (OTA) in accordance with 10 U.S.C. 4022. 3. NGA provides no funding for any offer summited to this CSO. NGA funding is only possible after a signed contract. B. Background: The NGA serves a unique dual role as a U.S. Intelligence Community agency and a Department of Defense (DoD) combat support agency. NGA s primary mission is delivering Geospatial Intelligence (GEOINT) the analysis of satellite imagery, maps, and geographic data to support national security, military operations, disaster relief, and global navigation safety. C. How to Submit a Solution Brief. 1. Prior to the closing date of the published TOI, electronically submit to the person identified in paragraph A.3. of this CSO an unclassified Solution Brief, utilizing the Solution Brief template (Attch3_FG_CD_CSO_SD_Template_20260623). 2. Mark, as appropriate all parts of the Solution Brief considered proprietary. By submitting a Solution Brief, the offeror agrees to DFARS 252.227.7016, Rights in Bid or Proposal Information. 3. The Solution Brief must stand alone . While the Solution Brief may include references to outside materials, links to website, etc., NGA will not and cannot consider such material. Similarly, NGA will not consider any accompanying slides, sales materials, integrated or outside videos, or the like sent with the Solution Brief. NGA may reject, without further consideration, Solution Briefs sent with extraneous materials. a. Solution Briefs prices and all other terms and conditions must remain valid for 180 calendar days from the submission date of the Solution Brief. D. How NGA will Make Any Awards. 1. NGA will first review Solution Briefs for conformance with this CSO. NGA will return Solution Briefs NGA finds not in conformance with this CSO. The offeror may, if the date and time stated in the Topic of Interest has not passed, re-submit a revised Solution Brief. While NGA intends to complete this review diligently, NGA is under no obligation to complete this review soon enough for an offeror to submit a revised Solution Brief. Therefore, offerors should submit their best, conforming, Solution Briefs. 2. For Solution Briefs both received before the closing time of CSO and TOI, and also conforming to the CSO, NGA subject-matter expert technical evaluators will evaluate the Solution Brief as either Funding Possible or Funding Not Possible . Evaluators will continue their evaluations through the remaining factors, assigning each remaining factor with one of the following ratings: Exceptional, Good, Acceptable, Marginal, or Unacceptable. All evaluation factors are described below. a. Factor 1: Possibility of Funding. Does funding reasonably exist to fund the proposed solution? Solutions with lower prices are favored. b. Factor 2: Technical Feasibility. How technically feasible is the proposed solution to the TOI, given the present state of the technology science? Solutions with a lower technological risk profile are favored. c. Factor 3: Responsiveness. How responsive is the proposed solution to the TOI? Solutions responsive to the problem identified in the TOI, without creating new problems, are favored. d. Factor 4: Viability. How viable is the proposed solution given existing organizational and regulatory environments? Solutions compatible with existing NGA, DoD, and federal policies, processes, and procedures, are favored. e. Factor 5: Desirability. How desirable is the proposed solution to the eventual end-user? Solutions easily adaptable, useful, and implementable are favored. 3. After the above evaluation, the technical evaluators will then decide whether the solution proposed in the Solution Brief merits further consideration. Note that while Solution Briefs are not evaluated against other Solution Briefs, NGA has limited funding and acquisition manpower and this cannot pursue all otherwise meritorious Solution Briefs. NGA also recognizes that industry resources in pursing business with NGA are limited. To the extent NGA must select between highly rated Solution Briefs to pursue further, NGA will aggregate the Factor 2 through 5 ratings together equally to discern the most highly rated Solution Briefs, NGA will then additionally consider the Factor 2 through 5 ratings in order of importance, with Factor 2 being the most important, Factor 3 being the second most important, Factor 4 being the third most important, and Factor 5 being the fourth most important.
