Request for Information Reference # 09012026-221122 (This is not a Request for Quotations; this is for market research purposes Sources Sought only) The Architect of the Capitol (AOC) requires the establishment of a contract to support the Capitol Power Plant s acquisition of Renewable Energy Certificates. The resulting contract shall consist of one (1) base year and four (4) one-year option periods. This requirement shall be solicited and awarded as a firm-fixed-price contract. 1.0 General. Renewable Energy Credits 1.1 Short Description. The AOC is requesting proposals for the supply of Renewable Energy Credits (RECs) for various electrical accounts. The contract will have a base year and four (4) option years and will be priced per the total megawatt hours requested by AOC. Contractor shall supply the full REC requirement by the due date for deliveries for the base year and if exercised the option years. 1.2 Background. The Architect of the Capitol (AOC) manages approximately 18.4 million square feet of building space in over 50 buildings and 570 acres of land. The AOC has been directed by the Energy Independence and Security Act (EISA) of 2007 to continue to develop, update and implement cost effective energy comprehensive energy management and water conservation plans for all facilities administered by Congress to meet energy performance requirements for Federal buildings. In prior fiscal years, the AOC purchased RECs as a percentage of the energy procurement through the General Services Administration (GSA) contract. These REC purchases ensured that AOC complied with the EISA 2007 requirement of 7.5% of building energy being from renewable energy. The AOC would like to continue complying with EISA 2007. The GSA energy supply contract no longer contains a REC component so AOC must take action to purchase RECs separate from GSA. 1.3 Objectives. The objective of this Renewable Energy Credit purchase is twofold: to ensure that the Architect of the Capitol continues to comply with EISA 2007 requirements that 7.5% of federal building energy be from renewable sources and to qualify for Leadership in Energy and Environmental Design (LEED) credits for the Cannon office building renewal project. 1.4 Scope. The AOC is requesting firm fixed pricing for the supply of Renewable Energy Credits (RECs). The requirements are for 20,000 MWhs for each year, which includes the base year and four option years if exercised to the AOC and attributed by the percentages listed in Appendix A. The RECs required for this procurement must meet the renewable resource definition of the Center for Resource Solutions Green-e Energy product certification, be Green-e certified, and meet the definition included in Section 1.6 in order to meet requirements of this solicitation. 1.5 Contract Type. The Contractor must meet all applicable local, state and federal documentation requirements necessary to successfully complete any contract. EISA Energy Independence and Security Act Renewable Energy For the purposes of this contract, renewable energy means electric energy generated from solar, wind, ocean (including tidal, wave, current and thermal), hydro or geothermal resources RECs - Renewable Energy Credits Unique credits that represent all of the environmental attributes or benefits of a specific quantity of renewable generation. Renewable Energy Credits are created when a renewable energy facility generates electricity. The terms renewable energy credits, tradable renewable certificates, or green tags, are equivalent terms. 3.0 Government Furnished Property (GFP). N/A 4.0 Contractor Furnished Items. The RECs that the Contractor provides must come from renewable resources that have been placed in service within 10 years prior to the start of the AOC s fiscal year, which is October 1 through September 30, for the base year and each year if exercised. There are no geographic restrictions related to RECs provided to meet this requirement. In addition, the renewable resources and accompanying RECs must meet the resource definition of the Center for Resource Solutions Green-e Energy product and be Green-e products. To verify compliance, the AOC requires Contractors to provide an annual report verified and certified by an independent third-party auditor. The annual report shall contain the following elements: 4.1 Annual Renewable Report To verify compliance, the AOC requires Contractors to provide an annual report verified and certified by an independent third-party auditor. The annual reporting period shall be October 1-September 30 for fiscal year beginning with fiscal year 2026 (10/1/25 9/30/26) and so forth for the option years if exercised. The annual report shall contain the following elements: (a) An affidavit attesting to the product content for the annual reporting period that: (1) Indicates the source of new renewable power, zip code of the source and the EGRID subregion for the new source; and (2) Indicates the source of non-new renewable power, zip code of the source and EGRID subregion for the source. (b)`An affidavit indicating that: (1) The offeror has not sold the renewable power more than once (as either a renewable power product or as a REC product), and in the case of a reseller that purchases a wholesale product for retail sale, reasonable measures are taken to ensure that suppliers also do not sell renewable power more than once; (2) All environmental attributes, including any attendant emission credits which are specifically owned by or to which the renewable power generator is otherwise entitled convey to AOC; (3) The offeror has not sold any emission allowance/credits, or other environmental attributes which are specifically owned by or to which the renewable power generator is otherwise entitled to convey associated with renewable power; and (4) The renewable power that is used to fulfill the requirements of this solicitation is also not being used to meet any federal, state, or local renewable energy requirement, renewable energy procurement, renewable portfolio standard, or other energy mandate. 4.2 The Annual Report shall be submitted to the Contracting Officer and the Contracting Officer s Representative listed in Section 1.12 Points of Contact no later than June 30 of each year and shall contain certifications. 4.3 Renewable Power Vintage To qualify as eligible renewable power (delivered renewable power or renewable power certificates) under this contract, the renewable power must be generated during the AOC s applicable fiscal year calendar which is October 1 through September 30 for the base year and option years if exercised and the six (6) months immediately preceding that time period and the three (3) months immediately following that time period. 5.0 Specific Requirements 5.1 Proposal Submission. In order to facilitate timely evaluation, the AOC will request technical qualifications and price proposals at the same time.
