COMBINED SYNOPSIS/SOLICITATION NWFSC Seawater System Plumbing Supplies (i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued. Solicitation number 1333MF26Q0090 is issued as a request for quotation (RFQ), for The Northwest Fisheries Science Center (NWFSC), Manchester Research Station requires plumbing components in order to repair and operate the flowing seawater system that supports high-priority science and research into aquaculture development and innovation. This acquisition is not set-aside for small business concerns. The associated NAICS code is 326122. The small business size standard is 750 employees. The Government intends to award a low priced, technically acceptable, single award firm fixed-price purchase order on an all or none basis with payment terms of Net 30. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. (ii) A list of line-item number(s) and items, quantities, and units of measure (including option(s), if applicable). CLIN 0001 Purchase of seawater plumbing supplies in accordance with the Statement of Need. Delivery within 90 days of the date of award. All offered products must meet the requirements of Buy American-Supplies to be considered. Provide verification of the country of manufacture for offered products. (iii) Description of requirements for the items to be acquired, including documentation supporting any brand name descriptions (see 12.102). See attached Statement of Need. STATEMENT OF NEED National Oceanic and Atmospheric Administration (NOAA) NOAA Fisheries Northwest Fisheries Science Center, Manchester Research Station Seawater System Plumbing Supplies PURPOSE: The Northwest Fisheries Science Center (NWFSC), Manchester Research Station requires plumbing components in order to repair and operate the flowing seawater system that supports high-priority science and research into aquaculture development and innovation. SCOPE OR MISSION: The vendor will provide the specified plumbing components, including an actuator and associated fittings. The scope of services includes procurement and delivery of the listed components. BACKGROUND: The NWFSC provides scientific and technical support to NOAA Fisheries for the management and conservation of the Northwest Region s marine and anadromous fish and their habitats. The NWFSC s Manchester Research Station operates a seawater supply system that is used to raise marine fish for aquaculture research in support of NOAA science and research goals. A consistent and reliable supply of temperature-controlled seawater is critical for the continued operation of the Research Station and its hatchery system. (2 ea.) - Brand Name: Asahi/America Part No. 2109700240 Actuators in line o above will require the ability to adapt to a signal, allowing them to open or shut to specific parameters commands (e.g., 1/4, 1/2, or 3/4 open). Using pulse control (start/stop) single to the actuator. The actuator receives this single, controlling the actuator in any position. The actuators will be installed on existing ASAHI 24 valves (data plate and valve picture attached exhibit A & B). SPECIAL REQUIREMENTS: Exhibit A: Name plate (See Sol Attachment Document 1) Exhibit B: 24 valve (See Sol Attachment Document 1) DELIVERY SCHEDULE: Parts shall be delivered as soon as available, within 90 days of the award of the Purchase Order. The Technical Project Lead or other Government employee will inspect to ensure fittings and actuators meet the SON in terms of condition, material, and dimensions specified in the SON prior to acceptance. INVOICES TO BE BILLED IN ARREARS VIA IPP.GOV. PROVIDE PRICING FOR EACH ITEM, QUANTITIES, AND THE TOTAL FIRM FIXED-PRICE. QUOTE PRICING MAY BE PROVIDED ON ATTACHED SF18 FORM OR ON COMPANY LETTERHEAD. (iv) Date(s) and place(s) of delivery and acceptance and f.o.b. point (see part 47). Deliver within 90 days of award of the Purchase Order. Delivery shall be FOB Destination to: NOAA/NMFS/Manchester Research Station Attn. (vi) A list of contract clauses that apply to the acquisition (see 12.205(b)) can be found on the Request for Quote Form SF18 attachment in Section 4 Contract Terms and Conditions. (vii) Quotes are required to be received in the contracting office no later than 1700 EDT 08/31/2026. All quotes must be submitted electronically via email to raynier.camerino@noaa.gov. THE GOVERNMENT DOES NOT ACCEPT RESPONSIBILITY FOR NON-RECEIPT OF QUOTES. IT IS THE CONTRACTOR S RESPONSIBILITY TO REQUEST AND RECEIVE A CONFIRMATION OF THE QUOTE RECEIPT. (viii) Any other additional information required by 5.101(c). Per NOAA Deviation 2025-02/03: System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Contracting officers will not consider those representations when making award decisions or enforce requirements. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM. Section IX - Contract Clauses - Instructions to Offerors Addendum to RFO 52.212-1 Instructions to Offerors-Commercial Products and Commercial Services (Sep 2023) (Deviation Jan 2026) NOTICE TO QUOTERS: Instructions for submitting quotations under this request for quote must be followed. Failure to provide all information to aid in the evaluation may be considered non-responsive. Quotes that are non-responsive may be excluded from further evaluation and rejected without further notification to the quoter. 1. Email quotes are required and can be sent to raynier.camerino@noaa.gov. Submit PDF or Microsoft Word format quotations to the office specified in this solicitation at or before the time specified in the solicitation. 2. Quoters shall have an active registration in the System for Award Management (https://sam.gov/content/home) in order to provide a quote and be eligible for award. 3. Quotes shall include: * Signed copies of the SF 18 and SF 30(s) to acknowledge the solicitation and any applicable amendments * Quoter's UEID/CAGE CODE * Responses to each item listed below. Quoters should assume that the Government has no prior knowledge of them or their experience and capability. 1. The quote shall meet the Technical Specifications identified in the Statement of Need. 2. Firm-Fixed price to include FOB Destination.
