Description

This is a Sources Sought announcement for market research purposes only. This is not a Request for Proposal (RFP) or a Request for Quote (RFQ), and it does not represent a commitment by the Government to issue a formal solicitation or award a contract. The U.S. Army Corps of Engineers (USACE) is seeking to identify capable and interested sources to provide foundational project management training services. Background: USACE is currently supporting the Ukraine State Special Transportation Service (SSTS) in its organizational transition from a direct execution agency to a modern project management organization. This transition requires a fundamental shift in mindset, processes, and capabilities. To initiate this transformation, USACE is procuring services for foundational project management training courses tailored to this organizational shift. Scope of Requirements: The Government is seeking a contractor capable of developing the curriculum for and instructing a total of 13 courses. These courses are designed to provide the SSTS with essential project management knowledge and practical applications. The curriculum must cover the following core areas: An overview of internationally recognized project management principles. Project and program management and delivery methodologies. Integrated project controls and performance management. Practical demonstrations and case studies on how USACE applies these theories in real-world scenarios. Submission Instructions Interested firms that possess the capabilities to perform this work are requested to submit a one-page Capability Statement. The Capability Statement must explicitly highlight the firm's: Background and experience in teaching U.S. Army Corps of Engineers (USACE) project management methodologies. Experience in teaching general U.S. project management principles. Experience with or knowledge of Ukrainian project management environments and practices.
