Description
This is the official notice to the public that the draft Request for Proposal (RFP) for the Global Tires Program 2.0, is now available along with all of its attachments. The Government is providing Industry two weeks to review this information and to submit questions (or comments) back to the Contracting Officer, Charles (Chuck) E. Mielke II at charles.mielkeii@dla.mil. Responses are due, Monday 9 March 2026 by 7 a.m. EST (Columbus, OH). It is the Government s intent to review the questions and then to answer those questions and post that information here. Afterwards, the Government will hold a Virtual Industry Day at a time and date to be determined. Please note that we appreciate everyone s efforts as we all work to adapt to the recent updates to the Federal Acquisition Regulation (FAR). We have updated the draft RFP to reflect these changes to the best of our ability. References to the Defense Federal Acquisition Regulation Supplement (DFARS), may or may not be accurate as changes to the DFARS have not yet been implemented. We appreciate your understanding and patience as we navigate this transition together. In accordance with FAR 15.203, it is the Contracting Officer s decision to award without negotiations. The Government intends for the RFP to be open for 90 days. The date and time for opening and closing on the draft RFP is not accurate. Companies will need to prove that they are EDI capable with DLA by the time the RFP closes. The attachments are not available to public to download. For access to the GTP 2.0 RFP (draft) attachments, please email the Contracting Officer, charles.mielkeii@dla.mil. If upon inquiring to the Contracting Officer and you do not receive a response within 24 hours, please email either trent.daniels@dla.mil or tyler.bender@dla.mil. Attachments will need to be distributed using DoD Safe at https://safe.apps.mil/. The total 10-year estimated value is approximately $3,000,000,000. 3/17/26 Update: DLA will be holding a Virtual Industry Day. Please see the attachments labeled "Industry Day GTP 2.0" and "Participant List." 3/24/26 Update: The file document labeled, "Q and A 3_24_26" has been posted providing a consolidated list of questions provided by industry answered by DLA. 3/25/26 Update: Thank you to those who attended the GTP 2.0 Industry Day. As a reminder, if you have any additional questions please send those to charles.mielkeii@dla.mil before Saturday March 28, 2026. 4/27/26 Update: The Q&A from the GTP 2.0 Industry Day is being posed. The file document labeled, "Q and A 4_27_26" has been posted providing a consolidated list of questions provided by Industry during the GTP 2.0 and after and answered by DLA. In addition, the slides from the event are attached under the file labeled, "GTP 2.0 Industry Day Briefing Slides" . An updated draft RFP is also being attached labeled, "SPE7LX26R0030 DRAFT 4-27-26". Attachment 28 to the RFP has been updated. You must request it from the Contracting Officer.
