Description
12 August 2026 - Amendment 1 The U.S. Army Contracting Command Rock Island (ACC-RI), on behalf of the Army Records Management Directorate (ARMD), is issuing Amendment 0001 to the active Call for Solutions (CFS) under the Army Open Solicitation (AOS). This amendment incorporates the following administrative and technical changes: Technical Hosting & Architecture Realignment: Updated the CfS and Statement of Objectives (SOO) verbiage to clarify hosting boundaries. Government data, records, and metadata are authorized to be temporarily stored, processed, and transmitted within secure, accredited DoD Impact Level 5 (IL5/NIPR) and Impact Level 6 (IL6/SIPR) authorized cloud environments outside the Army-managed Microsoft 365 (M365) tenant, provided that secure API synchronization is maintained to safeguard records. Reinforced Data Rights & Ownership: Incorporated clear and robust provisions ensuring the Government retains 100% exclusive ownership, unlimited data rights, and sole intellectual property rights to all records, files, data, and metadata processed, stored, or temporarily transmitted under this effort. Addition of Appendix A (Affirmation of Business Status Certification): Formally added Appendix A - Affirmation of Business Status Certification (ABSC) to the CFS. Offerors must complete and attach this form within their "File 1: Administrative Documents" package to be considered compliant. Submission Deadline Extension: The deadline for Phase 1 Solution Brief submissions has been officially extended to Friday, 14 August 2026 at 1500 Eastern Standard Time (EST). Clarification on Questions & Answers (Q&A): At this time, no further questions and answers are anticipated. All other details remain unchanged. Please download and review the updated files attached to this posting prior to submitting. 6 August 2026 - Call for Solutions (CFS) The U.S. Army Contracting Command Rock Island (ACC-RI), on behalf of the Army Records Management Directorate (ARMD), is seeking innovative commercial solutions for a modern, secure Freedom of Information Act (FOIA) Enterprise Capability Platform: Case Management and End-to-End Workflow. The CFS PDF document and its associated attachments outline the problem statement, required technical attributes, step-by-step submission instructions, and evaluation criteria. Phase 1 (Solution Brief) submission deadline is 13 August 2026 at 1500 EST. At this time, no questions and answers are anticipated. This Call for Solutions is issued in accordance with the Army Open Solicitation (AOS) peer-reviewed procedures under Solicitation Number "W9128Z-25-S-A002". Please review the primary AOS posting and its associated baseline attachments for further information on how the overarching Army Open Solicitation structure operates.
