Description
1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determent potential sources for information and planning purposes only 1.1. The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 335311 which have a corresponding Size standard of $X. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8 (a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small business concerns. The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. 2. Program Details: This Is a Sources Sought Synopsis (SSS) Only The F-16 System Program Office (SPO) at Hill Air Force Base, Utah, is conducting a SSS to assess industry capabilities for the development and qualification of a Form, Fit, and Function (F3) replacement for the F-16 10 KVA Frequency Converter, a critical component within the F-16 Standby Electrical Power System (Generator Set). This effort addresses component obsolescence and ensures continued mission readiness across the global F-16 fleet. The program requires industry partners with demonstrated expertise in military-grade power conversion systems, established design and manufacturing capabilities, and proven track record in avionics qualification programs. Successful contractors must possess the technical resources, facilities, and program management infrastructure to execute complete product development lifecycle from preliminary design through airworthiness certification. Program timeline mandates achievement of fully qualified hardware delivery supporting fleet integration no later than Q1 FY2029, aligning with F-16 sustainment roadmap milestones and operational availability requirements. 3.
