Description

The U.S. Army Corps of Engineers (USACE) Little Rock District (SWL) intends to award a sole-source, Firm-Fixed Price (FFP) Purchase Order toArkansas Elevator, LLC (CAGE Code: 63JJ2), located at 1421 E 9th ST STE B, Little Rock, AR 72202. This is a nonpersonal services purchase order to provide preventative maintenance services for elevators in the Bull Shoals and Norfork Powerhouses, Mountain Home Project Office, Mountain Home, AR. This action will be conducted under the authority of Revolutionary FAR Overhaul (RFO) 12.102 (a)-Soliciting from a single source, for aquiring commercial services. The Government intends to solicit and negotiate with only one source based on the following rationale. Due to the geographic isolation of the project sites, the availability of qualified regional contractors is severely constrained. Consequently, market analysis conclusively determined that Arkansas Elevator LLC is the sole responsible source possessing the technical capabilities and immediate mobilization readiness required to execute the stringent Government specifications within the critical mission timeline. This notice of intent is not a request for competitive quotes. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement or quotation, which shall be considered by the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Responses must be submitted via email to brandee.m.wright@usace.army.mil no later than 12:00 PM CDT on 28 August 2026.
