Description

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number W911QY-26-R-ENGINEER-TECH-SERVICES-JFET is issued as a request for proposal (RFP) for an experienced engineering technician that is needed to support the Combat Feeding Division, Joint Foodservice & Engineering Team (JFET) in order to provide experienced technical support to engineers developing Military field feeding systems. This solicitation, including any attachments, may be downloaded from the SAM.gov website. This acquisition is 100% set aside for small business concerns. The most applicable NAICS code associated with this project is 541330 (Engineering Services). The small business size standard is $25,500,000.00. The most applicable PSC Code associated with this project is R425 (Support-Professional: Engineering/Technical). To be eligible for contract award, offerors must be registered in the System for Award Management (SAM) as a Small Business under NAICS code of 541330 (Engineering Services). This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. This written solicitation is issued in accordance with Revolutionary FAR Overhaul (RFO) FAR 12.202(b). A Standard Form 1449 (Solicitation/Contract/Order for Commercial Items) will not be used for the issuance of this solicitation; however, the Government anticipates awarding one Firm Fixed Price (FFP) Contract from this solicitation using the SF1449. Please refer to the Combined Synopsis/Solicitation (included as Attachment 1) and the corresponding Attachments for a full description of this requirement. Contract Data Requirements List (CDRL) A001 SUBMISSION OF OFFERS Proposals in response to this solicitation are due on 18 August 2026 by 1500 Eastern Standard Time (EST) and shall be submitted electronically to the Contracting Officer Alejandro Ayala, at alejandro.ayala.civ@army.mil and to the Contract Specialist Chris Welsh, at richard.c.welsh2.civ@army.mil. Proposals shall only be accepted electronically via the email addresses provided above. FAILURE TO SUBMIT A TIMELY PROPOSAL EXACTLY IN ACCORDANCE WITH THE SUBMISSION INSTRUCTIONS MAY RESULT IN THE OFFEROR S PROPOSAL BEING REJECTED AS UNACCEPTABLE OR NONCOMPLIANT, AND THEREFORE INELIGIBLE FOR AWARD CONSIDERATION. QUESTIONS All questions related to this RFP shall be submitted in writing no later than 13 August 2026 by 1500 EST to the Contracting Officer Alejandro Ayala, at alejandro.ayala.civ@army.mil, and the Contract Specialist Chris Welsh, at richard.c.welsh2.civ@army.mil. The Government will provide answers to a consolidated list of unattributed questions within two business days or as soon as possible via amendment through the Government-wide Point of Entry (GPE) at SAM.gov.
