Description

The Wisconsin National Guard intends to issue a Request for Proposals (RFP) to award a single firm fixed- price contract for commercial construction services to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the Repair Airfield Lighting System at Volk Field Air National Guard Base (ANGB), Camp Douglas, WI 54618. In accordance with the Revolutionary FAR Overhaul (RFO) and standard commercial practices, the Contracting Officer has determined that these construction services are commercial in nature. Consequently, this procurement will be executed using the streamlined procedures of FAR Part 12 in conjunction with FAR Part 15 (Negotiated Contracting). The contract duration will be 510 calendar days after notice to proceed to include inspection and punch list. The magnitude of this project is between $10,000,000 and $15,000,000. The North American Industry Classification System (NAICS) code for this work is 238210. The small business size standard is $19,000,000. This action is being procured on an UNRESTRICTED basis. The HUBZone price evaluation preference described at RFO FAR 19.207 will apply. A Small Business Subcontracting Plan will be required if the offeror is a large business and must be submitted with the offer. The tentative date for issuing the solicitation is on-or-about 1 July 2026. The pre-proposal conference is tentatively planned for on-or-about July 9, 2026, 1000 local time. Exact time and location will be provided in the solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-proposal conference. All questions for the pre-proposal conference must be submitted by July 8, 2026, via email (preferred) to zachary.r.tevis.civ@army.mil. The solicitation closing date is tentatively planned for on-or-about July 31, 2026. Actual dates and times will be identified in the solicitation. The source selection process will be conducted in accordance with the commercial and negotiated acquisition procedures described in FAR Part 12 and FAR Part 15, as supplemented by DFARS 215.3, DAFFARS 5315.3, and the Revolutionary FAR Overhaul (RFO). Evaluation factors include Management Capability, Past Performance, and Price, where the non-price factors (Management Capability and Past Performance), when combined, are significantly more important than Price.
