Description
This action is a Request for Quote (RFQ) for the procurement of brand name MADe software for license suite renewals that will be purchased on a Firm-Fixed-Price delivery order. These license suites will be competed amongst MADe authorized vendors under one award order. Pricing must be ALL INCLUSIVE of items listed, shipping/delivery, and fees. Government does not pay tax. MADe brand name only! Commercial MADe software licenses for maintenance-focused modeling and simulation, including technical support, training, and consulting are being solicited. The software is used to optimize vehicle platform design using maintenance as a criterion. The requirement is for three (3) user licenses for the MADe Suite (Modeling, Safety & Risk Assessment, RAM, Prognostics & Health Management modules), with a base year and three one-year options. ALL items in the attached MADe Software Suite Specifications - 2026v.1 provided shall be included in the quote to be considered, including options. Evaluation criteria: The Government will award a contract to the offeror's quote based on lowest price technically available (LPTA); best value. No other brand name or substitutions are allowed. Acceptance and inspection are at Government facility Contract will be awarded without discussions. The Government reserves the right to increase quantities per the following clause(s): FAR 52.217-6 Option for Increased Quantity. MADe specifications, ACC-DTA Clauses and Local Narratives (delivery orders included), Army Contract Writing System (ACWS) Transition Information for Offerors, and Instructions to offerors are attached. RFQ closes on 07/15/2026 at 10:00am (EST). No quotes will be considered or accepted after RFQ closes. Please send quotes to the primary point of contact listed within the solicitation. Is the MADe Software Suite being procured as a sole-source/brand-name-only requirement, or will equivalent products with comparable modules be considered for award? See solicitation description. 2. Are the 3 base user licenses assigned to specific named individuals, or can they be reassigned/shared among government personnel during the license period? Ideally these should be floating licenses that can be used by any approved user up to three simultaneously. 3. Is the MADe software cloud-hosted (SaaS) or does it require local installation, and if so, are there specific OS, hardware, or network requirements the licenses must support? MADe software is a client application that is installed locally. 4. What is the anticipated period of performance start date for the base year, and is there a required delivery timeframe after award? ASAP (preferably within the next 30 days or sooner). 5. Could the Contracting Officer provide the proposal submission instructions, response deadline, and evaluation criteria that will be used for award? See solicitation description. 6. Is there an incumbent contractor or existing license holder for this software, and if so, is this procurement intended as a renewal or a new competitive award? Intended to be a renewal of a previous multi-year contract for this capability.
