Combined Synopsis-Solicitation for Commercial Products and Commercial Services Effective Date: 01/15/2026 Revision: 03 Description This is a combined synopsis/solicitation for commercial products and commercial services prepared in accordance with the format Revolutionary FAR Overhaul (RFO) in Federal Acquisition Regulation (FAR) subpart 12.202, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01. This solicitation is set aside for FULL AND OPEN COMPETITION The associated North American Industrial Classification System (NAICS) code for this procurement is 334510, with a small business size standard of 1,250 Employees The FSC/PSC is 6515. The Providence VA Medical Center 850 Chalkstone Avenue Providence, RI 02908-4734 is seeking to purchase the following items from below. The Providence Medical Center is seeking (1) AMPA ONE System portable transcranial magnetic stimulation (TMS) or Equal. This is a new brand name or equal requirement. US Made TMS Preference as long at it meets the salient characteristics. All interested companies shall provide quotations for the following: Supplies/Services Description Quantity Unit of Measure Ampa One portable transcranial magnetic stimulation (TMS) 1 EA Purchase of Neuronavigation Caps (small) Pack of 10 1 EA Purchase of Neuronavigation Caps (medium) Pack of 10 1 EA Purchase of Neuronavigation Caps (large) Pack of 10 1 EA Purchase of Neuronavigation Caps (x-large) Pack of 10 1 EA DELIVERY LOCATION: Providence VA Medical Center 850 Chalkstone Avenue Providence, RI 02908-4734 FOB: Destination Statement of Work Brand Name Ampa One TMS or Equal (with U.S. Made Preference) Description of Requirement The Providence VA Medical Center requires a portable, lightweight, inpatient suitable Transcranial Magnetic Stimulation (TMS) system, procured as Brand Name Ampa One TMS or Equal. Inpatient psychiatric units impose strict physical, safety, and workflow limitations that necessitate a compact, mobile, rapidly deployable neurostimulation system. Systems designed for outpatient clinics workstation style consoles, tethered cooling systems, or large immobile units are not compatible with inpatient psychiatric constraints A U.S. Made Preference applies to this acquisition under applicable Buy American requirements. Domestic products meeting all salient characteristics will be given preference; however, foreign-made systems may still be considered if they meet all mandatory characteristics and no acceptable U.S. made alternative is identified. 2. Inpatient Clinical Use Requirements The offered TMS system Ampa One or Equal must fully support the following inpatient workflows: Rapid bedside neurostimulation for patients who cannot safely transfer due to psychiatric acuity, mobility restrictions, elopement risk, or observation requirements. High acuity, time limited schedules, requiring rapid movement of the system between multiple rooms throughout the day. Flexible deployment in multi use areas such as therapy rooms, provider consult spaces, and medical evaluation rooms. Consistent and reproducible coil placement without reliance on bulky or measurement intensive positioning equipment 3. Inpatient Environmental & Safety Constraints The system must be suitable for psychiatric inpatient environments with space and safety constraints: Small patient rooms with limited clearance around beds, medical equipment, and anti ligature furniture. Narrow hallways unsuitable for workstation style systems. Shared rooms where permanently installed systems are not permitted. Ceiling height limitations, restricted outlet placement, ligature risk mitigation requirements, constant observation protocols, and fall risk considerations none compatible with large or fixed TMS consoles. 4. Required Device Characteristics (Salient Characteristics Mandatory Minimums) To be considered equal, offered systems must meet or exceed all salient characteristics of the Ampa One TMS. A. Mobility & Physical Design Generator weight must not exceed 45 pounds. Generator must include integrated wheels for rapid room to room maneuverability. System must deploy without any permanent construction, workstation chairs, anchoring, or bulky cooling devices. System must fit through narrow inpatient corridors and small psychiatric patient rooms. Must include neuronavigation caps (small, medium, large, x large). Must include TMS system maintenance for a minimum of 3 years. B. Coil Requirements L coil must not exceed 10 pounds. Coil positioning must be camera guided or equivalent, eliminating manual measurement procedures. Must support FDA cleared geometries, including iTBS (3 minute) and 20 minute bilateral/dorsomedial prefrontal protocols. C. Clinical Safety & Efficiency Passive thermal management no external cooling infrastructure permitted. Simple tablet based interface to enable rapid staff training and avoid workflow disruption. Must comply with inpatient psychiatric safety requirements, including anti ligature, constant visibility, and secure use protocols. D. Patient Safety Must support in place treatment to reduce elopement risk, agitation, and fall risk by eliminating the need to transport patients to other clinic areas. E. Impact of Non Compliant Systems Large outpatient workstation style systems: Cannot be maneuvered in constrained inpatient spaces. Would prevent inpatient TMS services, delaying care and worsening outcomes. Would impose unacceptable IT and security burdens due to networked consoles and cooling systems. Would fail to meet inpatient deployment and safety requirements 5. U.S. Made Preference (Buy American Compliance) Domestic end products meeting all salient characteristics will be evaluated favorably. Vendors must identify the place of manufacture for the TMS system and all neuronavigation caps. Foreign made systems may only be considered if no domestic product meets the salient characteristics at fair and reasonable pricing. 6.
