Description

The Corps of Engineers, Rock Island District, intends to procure this requirement on a sole source basis in accordance with the statutory authority of 10 U.S.C 2304 (c)(1) as implanted by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The U.S. Army Corps of Engineers, Rock Island District, intends to enter into a firm fixed price contract with EDM, Inc. of Bemidji, MN. Product Requested is the AEBI Terratrac TT282 mower for Red Rock Dam in Knoxville, IA. This is going sole source because the AEBI Terratrac TT282 has several unique features that when combined make it the only brand capable of mowing the steep back slope and envelopments of the Red Rock Dam. These features include: four-wheel steering with ability to change to front wheel, rear wheel or crab steer; front and rear PTO; enclosed cab with air conditioning/heater and a self-leveling seat. The machine is very compact in size allowing it to be extremely maneuverable in tight places. The ability to change from front wheel, rear wheel and crab steer is important to be able to mow all areas of the backslope and avoid observation wells and other obstructions. The compact size also allows the mower to get into areas that are difficult to reach with a traditional tractor. The front PTO provides the ability to mount a mower attachment to the front of the machine which is a vital safety element - keeping the driver looking forwards rather than having to continually look backwards at the mower. The enclosed cab with self-leveling seat provides the driver additionally safety from weather related illnesses and back injuries. The NAICS code for this procurement is 423830 with a size standard of 100 employees. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES, and no solicitation will be issued; however, any business firm that believes it can meet the requirement may give written notification to the Contracting Officer in the form of a capability statement. Supporting evidence in sufficient detail that demonstrates the ability to comply with the requirement listed must be furnished to the point of contact listed below by 12pm Central Time, 21 July 2026. A determination by the Government not to compete this proposed contract based on responses to this notice is soley within the discretion of the Government. Information received will be considered soley for the purpose of determining whether to conduct a competitive procurement. The U.S. Army Corps of Engineers, Rock Island District, will not reimburse for any costs connected with supplying sufficient detail to demonstrate the ability to comply with the requirement listed. To receive a government award, a firm must be registered in the System for Award management (SAM) (www.sam.gov) . Firms must register on a one-time basis and annually confirm accuracy and completeness of registration information.
