Description
The Regional Contracting Office MCI-West is conducting market research to identify contractors for providing Backflow Preventors to support Installation Marine Corps Air Station, Yuma, for a one-time buy of supplies. Please provide your total pricing for all items and quantities, to include unit prices, for budget estimates. The North American Industry Classification Standard (NAICS) code for this project is 332911 (Industrial Valve Manufacturing with a size standard of 750 Employees, NAICS code compliance verification will occur if/when proposals are submitted). Minimum Salient Characteristics: See attached draft Minimum Salient Characteristics and respective specification PDFs. Responses to Request for Information: Contractors are reminded that this is a REQUEST FOR INFORMATION and is NOT a request for proposal/bid/quote. Responses to this notice shall not constitute responses to solicitation. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. This Request for Information is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. Respondents will not be notified of the results of any government assessments. It is requested that interested businesses submit to the contracting office a brief capabilities statement. The capabilities statement must clearly detail the firm's ability to perform all aspects of this notice and must include the following: a) Data Universal Numbering System (DUNS) number, Commercial and Government Entity (CAGE) code, and a statement regarding the socio-economic status of the company (Section 8(a) of the Small Business Act (8a) small business concern, certified Historically Underutilized Business Zone (HUBZone), Service-Disabled Veteran-Owned Small Business (SDVOSB) concern, etc.). b) Confirmation that your company can meet the certifications required in the Minimum Salient Characteristics, Proposed Units and Terms, and specification worksheet PDFs. c) Relevant Experience providing supplies identified in the DRAFT Minimum Salient Characteristics to include: experience in performing efforts of similar size and scope within the last three years. Please include a brief description of the project, contract number, and contract value. Proposals are not to be submitted at this time. Questions to be considered regarding this requirement: Approved Equals: Will the Government consider equivalent backflow prevention devices from other nationally recognized manufacturers when the specified manufacturer or model is unavailable, provided the proposed device meets or exceeds the required specifications and applicable certifications? Answer: Yes. Partial Deliveries: Will the Government permit partial or staggered deliveries when some devices are immediately available while others have longer manufacturer lead times? Answer: Yes. Multiple Manufacturers: Can a vendor provide devices from multiple approved manufacturers to satisfy the requirement, or must all devices be supplied by the same manufacturer? Answer: Yes. Substitutions Due to Availability: If a listed model is discontinued, backordered, or unavailable within the required delivery period, what documentation will be required for the Government to approve an equivalent substitute? Answer: A list of the specifications on the equivalent substitute before moving forward. Delivery Location and Freight: Will the formal solicitation identify the exact delivery location, unloading requirements, delivery hours, and whether a loading dock or forklift will be available for larger assemblies? Answer: Yes. Required Certifications: Are there specific certifications or approvals required for each device, such as ASSE, USC-FCCCHR, NSF/ANSI, AWWA, or other applicable standards, beyond the manufacturer specifications provided?
