Description

This notice is not a solicitation or a request for offers. The Food and Drug Administration, Office of Regulatory Testing and Surveillance (ORTS) Laboratory requires Adobe Experience Manager Licenses to maintain, update, and create PDF forms, logs, SOPs, and other regulatory documents. The period of performance will consist of a base year. Base Year: 9/1/2026 to 8/31/2027 The award will be a single source procurement awarded to Carahsoft Technology Corp in accordance with RFO-FAR 6.103-1 Only one responsible source and no other supplies or services will satisfy agency requirements. Contracting Officers may solicit from only one source if the circumstances of the contract action deem that only one source is reasonably available based on licensing agreements and warranty coverage on specialized equipment. Only one source, Carahsoft Technology Corp, is capable of fulfilling the Government s requirement to provide software to maintain, update, and create PDF forms, logs, standard operating procedures, and other regulatory documents. This notice is not a solicitation or a request for offers. Any potential sources other than Carahsoft Technology Corp may submit a capability statement via email to Carlton Taylor, at carlton.taylor@hhs.gov by 12:00 PM EDT on Friday Aug 14, 2026. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete the proposed procurement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A solicitation will not be issued.
