Description
1. DISCLAIMER:This is a Sources Sought Notice (SSN) only. This is NOT a Request for Quote (RFQ), Request for Proposal (RFP), or Invitation for Bid (IFB). This notice is issued solely for information and planning purposes ? it does not constitute a solicitation or a promise to issue a solicitation in the future. The Government will not pay for any information or administrative costs incurred in response to this notice. All costs associated with responding to this notice will be solely at the interested partys expense.2. BACKGROUND and OBJECTIVE:The Government is conducting market research to identify qualified sources capable of providing commercial-off-the-shelf (COTS) snow/ski helmets. The purpose of this research is to determine the availability of businesses?including Small Businesses, HUBZone, 8(a), Service-Disabled Veteran-Owned, and Women-Owned Small Businesses?capable of supplying the required items. 3. REQUIREMENT DESCRIPTION:The Government has a potential requirement for up to 150 snow/ski helmets in various sizes (Small, Medium, and Large).All proposed helmets must strictly adhere to the specifications outlined in Helmet Characteristics v3, which include but are not limited to the following salient characteristics:Safety Certification: Must be fully certified to ASTM F2040 standards.Rotational Force Protection: Must be MIPS (Multi-directional Impact Protection System) compliant or feature an equivalent rotational impact protection technology.Fit System: Must feature an integrated, adjustable fit system (e.g., dial or micro-adjust system) to allow for customized sizing.Ventilation:Must include adjustable ventilation (controllable airflow systems).4. CAPABILITY STATEMENT SUBMISSION REQUIREMENTS:Interested vendors who believe they possess the capability to provide these items are invited to submit a Capability Statement. Your submission must include the following information:Company Information: Company Name, Point of Contact, Address, Telephone Number, and Email Address.Identifiers: CAGE Code and Unique Entity ID (UEI).Business Size and Socioeconomic Status: Identify your business size standard and any applicable socioeconomic categories based on the anticipated NAICS code for this procurement (e.g., 339920 - Sporting and Athletic Goods Manufacturing).Product Capabilities: A brief summary (no more than 2-3 pages) demonstrating the ability to provide up to 150 helmets that meet the specified characteristics (ASTM F2040 certification, MIPS compliance, adjustable fit, adjustable ventilation). Include the make/model of the proposed items.Authorized Reseller Status: Confirmation of whether your company is the manufacturer or an authorized reseller of the proposed equipment.5.
