Description

Naval Air Systems Command, V-22 Joint Program Office, PMA-275 issued a Sole Source contract to Rolls Royce Corporation (RRC), Indianapolis, IN, for AE1107C Production and SpareEngines, and related tasking, for the V-22 Osprey Tiltrotor Aircraft in support of the United States Government (USG). This action was awarded on a Sole Source basis to RRC in accordance with the statuatory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1), as implemented by FAR 6.103-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The limited rights possessed by the Governemnt to the required technical data preclude competition for this effort.
