Description

This RFI is issued solely to determine potential sources for information and planning purposes. This Sources Sought does not constitute an Invitation for Bids, Request for Proposals, or a Request for Quotations, and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited, nor is it a guarantee of a forthcoming solicitation or contract. It is for market research purposes only. Respondents will not be notified of the results of the evaluation. The Government is not at this time seeking proposals and will not accept unsolicited proposals. Not responding to this RFI does not preclude participation in any potential future RFQ. It is the responsibility of potential offerors to monitor SAM.gov for additional information pertaining to this requirement. The purpose of this notice is to conduct market research, a continuous process for collecting and analyzing information about capabilities within the market to satisfy agency needs. The acquisition strategy has not yet been determined, and market research results will assist in determining the direction this acquisition may take. 2. The purpose of this Sources Sought Notice is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran- Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Small business, Section 8(a), HUBZone, SDVOSB, WOSB, & EDWOSB businesses are highly encouraged to participate. Responses are requested from all business sizes. 3. This Sources Sought is for 50 CES - All Terrain Fire Fighting Vehicle. Please provide sample quotes to be used for market research purposes only for the following items: This unit will provide wildland firefighters unmatched mobility, rapid attack capabilities, and access to rugged, inaccessible terrain. By bringing water, pumps, and hose reels directly into tight spaces, these units stop small fires from escalating and provide critical structure protection before heavy apparatus arrives. General Requirements: - Vehicles shall have red exterior panels - Vehicles shall be a crew cab and capable of seating at least 4 occupants with seatbelts - Vehicles shall be equipped with interior HVAC controls to include cabin heating with defroster and cabin air conditioning for cooling - Vehicles shall include a fully enclosed cabin and passenger doors - Vehicles shall include a full windshield, windshield wiper, and windshield cleaning capabilities - Vehicles shall be 1500 CC or greater in engine power - Vehicles shall have an automatic transmission and low-gear ratio for difficult terrain, and capable of all-wheel drive - Vehicle shall be capable of being placed into 4-wheel drive or all-wheel drive without exiting the cabin - Vehicles shall have door mounted side-view mirrors - Vehicle shall have a wide-angle rear-view mirror - Vehicle shall be capable of having a winch installed at the factory or by a third-party vendor - Vehicle shall have auto-returning turn signals located on the steering column installed prior to delivery - Vehicle shall have a red and white emergency lighting package with a siren - Vehicle shall have an LED light bar capable of being mounted on the top of the windshield. - Vehicle shall have a combination rescue litter/firefighting skid that is rated to at least 8- horsepower, at least a 60-gallon water capacity, an electric hose reel, and shall be capable of being removed from the unit as needed. - Vehicle shall have adequate suspension, power, and gear ratio for wildland firefighting, to include the ability to carry a required firefighting pump, water tank, and wildland firefighting gear. - The rescue litter shall be capable of folding and capable of closing the tailgate when the litter is not in use. 4. Please provide a response at your earliest convenience, but no later than 9:00 AM Mountain Daylight Time on 27 August 2026.
