Description

The National Institutes of Health (NIH), Clinical Center (CC), Office of Purchasing and Contracts, intends to award a sole-source firm-fixed-price purchase order to Trilogy Innovations, Inc. for Red Hat OpenShift Kubernetes Engine (OKE) and Red Hat Enterprise Linux (RHEL) software subscriptions and associated deployment support. The requirement includes 40 Core Band subscriptions of Red Hat OpenShift Kubernetes Engine, Premium, Confirmed Stateside Support (SKU MW01016) and six Physical or Virtual Nodes of Red Hat Enterprise Linux Server with Satellite, Premium (SKU RH00008). The subscriptions include Premium Confirmed Stateside Support and are transferable within NIH's internal infrastructure. In addition to the software subscriptions, Trilogy Innovations will provide up to 20 hours of expert-level engineering services to support the initial deployment and configuration of Red Hat OpenShift Kubernetes Engine within the NIH environment. Services include installation, initial configuration and system readiness, operationalization of the environment for NIH workloads, identification of technical gaps and requirements necessary to support PAS-X onboarding and production readiness, review of the NIH PAS-X OKE environment architecture, and knowledge transfer and configuration documentation, as required. This acquisition is required to support the NIH Clinical Center's transition from paper-based processes and the unsupported StemLab application to the PAS-X application. The current StemLab application has not been supported by its vendor since June 2022. The Clinical Center must comply with strict manufacturing, documentation, and reporting requirements, including requirements applicable to the manufacture and distribution of human cells, tissues, and cellular and tissue-based products. The Red Hat licenses and deployment support will provide the infrastructure necessary for implementation of PAS-X and support the transition from the existing paper-based environment to electronic recordkeeping. Without this acquisition, the program would continue to operate at risk and may be unable to satisfy applicable federal and state requirements. The Government intends to procure this requirement from Trilogy Innovations, Inc. on a sole-source basis. The program office contacted Red Hat regarding the requirement, and Red Hat directed the program office to Trilogy Innovations as the third-party reseller for this acquisition. Trilogy will provide the Red Hat software subscriptions as a pass-through from Carahsoft Technology Corporation/Red Hat, Inc. and will perform the required deployment support. This contract will be for one year. RESPONSE TO NOTICE This Notice of Intent is not a request for competitive quotations or proposals. However, all responsible sources that believe they can satisfy the Government's requirements may submit a capability statement demonstrating their ability to provide the required Red Hat software subscriptions and deployment support. Interested parties must demonstrate their capability to provide the specified Red Hat OpenShift Kubernetes Engine and Red Hat Enterprise Linux subscriptions, including Premium Confirmed Stateside Support, as well as the required expert-level deployment and configuration services necessary to support NIH's PAS-X environment. Responses should include the company's legal business name, Unique Entity ID (UEI), CAGE Code, business size under NAICS 513210, point of contact, telephone number, email address, and sufficient technical documentation demonstrating the firm's ability to satisfy the complete requirement. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
