Description

** This Pre-Solicitation Notice is being issued by the United States Army Corps of Engineers- Chicago District to inform interested vendors of the district?s intent to issue a solicitation for Dutch Gap Aquatic Ecosystem Restoration, Antioch, Lake County, Illinois. **PROJECT INFORMATION: Under the requirement, USACE requires the following construction services at the Dutch Gap Aquatic Complex, IL - Sec. 206 project spans 785-acres in Antioch, Lake County, Illinois, on land owned by Lake County Forest Preserves: restore stream, riparian, wetland, and buffering plant communities to provide habitat for migratory birds and local fish and wildlife. Restoration of aquatic ecosystems within the project area will reestablish hydroperiods and other hydrologic and hydraulic parameters to rehydrate former hydric soils to support critical wetland and riparian habitats. It will also reestablish native plant communities that will further diversify over time, resulting in greater quantity (acres) and quality of native plant communities. **Background: Intensive agriculture has led to the installation of drain tile networks, excavation of drainage ditches, and stream channelization, impacting natural hydrologic and other processes. Such impacts have enhanced flooding risks, minimized the amount of open space available for native plant and wildlife communities, diminished recreational opportunities, and disturbed natural processes and soils in the project area. The project area is further dominated by non-native and invasive plant species. **ACQUISITION INFORMATION: Competition for this acquisition is planned to be FULL AND OPEN, UNRESTRICTED TO BUSINESS SIZE. The North American Industry System Classification Code is 237990, with a small business size standard in dollars of $45.0 Million. The magnitude of cost for construction is estimated between $5,000,000.00 and $10,000,000. The requirement is for five (5) years. The solicitation package is planned for advertisement Fourth Quarter Fiscal Year 2025 and bids are planned to be opened in the First Quarter of Fiscal Year 2026. **The solicitation will be downloadable from the internet only. The project specification files are PDF files and can be viewed, navigated, or printed using Adobe Acrobat Reader. Once the package is released into advertisement at this website, interested bidders may download the full package, which includes- specification and drawing files. **IMPORTANT POLICY: Contractors are REQUIRED to be registered in the System for Award Management (SAM) AT THE TIME ITS BID/PROPOSAL IS SUBMITTED to comply with the annual representations and certifications requirements. Registration can be completed free of charge at www.sam.gov. Contractors must register with sam.gov, prior to registering with the DoD Procurement Integrated Enterprise Environment (PIEE) system.
