Department of Veterans Affairs Regional Procurement Office Central Supplies and Service Division Team 2 June 8, 2026 SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE Howard Medical Carts BPA RFI eCMS ACTION NUMBER 36C24C26Q0008 The Department of Veterans Affairs (VA), Regional Procurement Office Central on behalf of the Midwest Consortium (MIDCON), seeks to enter into a Blanket Purchase Agreement (BPA) with Minburn Technology Group, LLC (an SBA certified SDVOSB/VOSB) for brand name new and replacement Howard Medical Barcode Medication Administration (BCMA) carts, Howard Medical Workstation on Wheels (WOWs), and Howard Medical Transfer carts along with associated parts and accessories. This procurement is being conducted in accordance with Revolutionary Far Overhaul (RFO) RFO 12.201-1 Simplified Acquisition Procedures and RFO 12.102 for restricting competition. The NAICS code for this procurement is 339113 and the Small Business Administration Size Standard is 800 employees. This notice of intent to is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirements may submit a quotation with manufacturer cut sheets, which may be considered by the agency, only if received by email by the closing date and time of this notice. Responses shall include the country of manufacture. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
