Notice of Intent Solicitation #: N00173-26-NOI-MR13 Date Posted: 27 August 2026 Response Due Date: 11 September 2026 Title: High-Resolution Thermoreflectance Device Imaging System PSC: 6630 NAICS Code: 334516 Analytical Laboratory Instrument Manufacturing Primary POC: Maribel Ramirez, maribel.ramirez23.civ@us.navy.mil General Information The Naval Research Laboratory hereby gives notice of its intent to award a sole-source, firm-fixed-price contract to Microsanj LLC, located at 48421 Milmont Drive, Fremont, California 94538-7327 for the procurement of a High-Resolution Thermoreflectance Device Imaging System as described in Attachment 1- Requirement Specifications. This notice is NOT a request for competitive proposals. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided. Authority The proposed award is for supplies and services for which the Government intends to solicit and negotiate with only one source. The statutory authority permitting a sole-source acquisition for acquisitions exceeding the Simplified Acquisition Threshold (SAT) is: 10 U.S.C. 3204(a)(1) or 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Submission Details Responses must be submitted electronically via email to Maribel Ramirez, maribel.s.ramirez23.civ@us.navy.mail no later than 12:00 PM EST on September 11, 2026. IMPORTANT ADDITIONAL INFORMATION FOR INTERESTED PARTIES: There are no commitments by the Government to issue any solicitations, make any award or awards, or to be responsible for any monies expended by any interested parties before award of a contract modification for the efforts mentioned above.
