Description

The Department of Veterans Affairs, VA Caribbean Healthcare System, Network Contracting Office 8 intends to negotiate a sole source contract under the authority of GSAM/R 538.7104-3(b), as outlined in Executive Order 14275 and the Revolutionary FAR Overhaul (RFO). The identified vendor, SDVOSB Government Marketing & Procurement LLC (GMP) is the sole authorized federal distributor of QGenda solutions under GSA MAS Contract GA07F187GA. The contractor shall provide QGenda SaaS Licensing and Support Services for the VA approved scheduling and workforce management system. A service contract for a base year and four (4) one year option periods is anticipated. Government Marketing & Procurement LLC (GMP) is the sole authorized SDVOSB federal distributor for QGenda solutions and is the only vendor authorized to provide software licensing, updates, enhancements, patches, and technical support fully compatible with VA systems. QGenda is the only solution authorized by the VA Information System Security Officer (ISSO) for this requirement and is the only FedRAMP authorized and VA ATO approved SaaS scheduling platform that meets VACHS s operational, integration, and security needs. The VA Digital Transformation Center (DTC) validated that QGenda uniquely satisfies all VA cloud, SaaS, and NIST cybersecurity requirements, and no other scheduling product has the required approvals necessary for use within VA clinical environments. GMP, as QGenda s exclusive federal reseller, possesses the required manufacturer authorization, proprietary tools, technical documentation, and support capabilities that are not available to third party vendors. Communications with QGenda confirm that GMP is the only vendor permitted to sell, implement, and support QGenda solutions within the Department of Veterans Affairs. All quotes, invoices, and orders must be issued through Government Marketing & Procurement LLC in accordance with GSA MAS Contract GA07F187GA. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 10:00am EST on June 26, 2026.
