Description
This is a combined synopsis/solicitation for commercial products prepared in accordance with FAR Part 12, Acquisition of Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. All responsible sources may submit a quotation which will be considered by the agency.Solicitation number W912P626QA031 is issued as a Request for Quotation (RFQ) for the procurement, delivery, and integration of a suite of specialized environmental, meteorological, and telemetry sensors (lake and river gauges) to replace deteriorating, obsolete instrumentation at the Chicago Harbor Lock in Chicago, Illinois.The scope consists of twenty-one (21) line items of specialized commercial hardware, software, and subscriptions, including:Specialized hydrological sensors (Accubar constant flow bubblers and PLS 500 pressure transducers)Meteorological instruments (Pluvio precipitation gauges and Lufft Ventus-UMB ultrasonic wind sensors)Wireless bridge radios and a central Sutron SatLink3 data logger/cellular transmitterAnnual software subscriptions for the Hydromet Cloud data hosting platformTo ensure complete operational interoperability, simplified maintenance routines, and immediate exchangeability of spare parts with existing USACE Chicago District telemetry networks, the procurement is restricted to brand-name equipment manufactured by OTT HydroMet Corp. and its subsidiary brands (Sutron and Lufft) in accordance with approved Brand Name Determination Control No. LRC-FY26-11. All items must be delivered and unloaded within ninety (90) days after receipt of order (ARO) to the designated delivery address in Appleton, WI.This acquisition is competed on an unrestricted, open-market basis with a Brand Name Only restriction. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. The solicitation package and project specification files will be downloadable from the internet only, via the DoD Procurement Integrated Enterprise Environment (PIEE) system.Quotes MUST be submitted electronically via the PIEE Solicitation Module online submission portal at https://piee.eb.mil. No other transmission methods (including email, fax, or physical mail) will be accepted for quote submissions.IMPORTANT POLICY: Contractors are REQUIRED to be registered in the System for Award Management (SAM) AT THE TIME THEIR QUOTE IS SUBMITTED and must comply with the annual representations and certifications requirements. Registration can be completed free of charge at www.sam.gov. Contractors must register with SAM.gov prior to registering with PIEE.
