08/04/2026 Amendment A00003: RFI #3 Q&A for fencing project: Fence security topping: The Statement of Work specifies three strands of barbed wire. Please confirm that razor ribbon or concertina wire is not required and identify the exact fence and gate sections that require the three strands. A: The SOW has been updated to include concertina wire on section A and B. Gate A electrical power: Please confirm the exact electrical panel or connection point, available voltage, phase, amperage and breaker capacity, approximate routing distance, and whether the contractor must provide all breakers, disconnects, trenching, conduit, conductors, grounding, patching and final connections. A: Power is available for the gate operator at 220V/120V. The Contractor shall provide all labor, materials, equipment, trenching, conduit, conductors, fittings, and associated components necessary to run electrical power from the electrical panel to the gate operator. The Coast Guard will upgrade the existing knife switch to a NEMA 4 breaker panel with breakers for the gate operator. -New panel specifications: 220V/120V, 125 amps rating, 1 phase 3 wire circuit configuration, with 6 circuits. Gate A camera system: Please identify the required camera specifications or approved manufacturer/model, power and data requirements, camera-feed termination point, existing network or recorder connection, recording-retention requirements, monitoring requirements, and any Government-furnished equipment. A: Please provide a standalone security camera, or one incorporated into the keypad, with motion detection and memory card capability. No specific brand or model is required. Gate A access control: Please confirm that two keypads are required one for entry and one for exit and whether they are intended to operate as standalone PIN devices or connect to an existing Government access-control system. Please also identify any required credential format, programming, database or head-end interface. A: Two keypads are required, one for entry and one for exit. The keypads shall operate as a standalone PIN-based system and shall be capable of storing a minimum of 250 user codes. No connection to an existing Government access-control system, credential format, programming database, or head-end interface is required. Division of work: May the prime contractor divide the work between a fence/gate subcontractor and a separately licensed electrical/security subcontractor, provided the completed system is fully integrated, tested and operational? A: Yes. Permits and engineering: Please confirm whether the contractor must provide local permits, stamped shop drawings, wind-load calculations, engineered gate foundations, concrete testing or other third-party inspections. Domestic material requirements: Please confirm whether Buy American, Buy America or any other domestic-content requirements apply to the fencing, gate operator, electrical, access-control and camera equipment, and identify any required certifications. A: Domestic-content requirements, including Buy American, Buy America, or other applicable requirements, shall apply to the extent required by the solicitation, contract, and incorporated clauses. The contractor is responsible for complying with all applicable domestic-content requirements for the fencing, gate operator, electrical, access-control, and camera equipment. Any required certifications, country-of-origin documentation, or manufacturer compliance statements shall be provided as required by the contract documents or upon Government request. 08/03/2026 Amendment A00002: RFI #2 Q&A for fencing project: Please clarify the documents needed for proposal submission. Is there an SF1442 form? No, please provide quote via email on company letterhead to Jerry.Lopez@uscg.mil Notice is SAM states The GOVT will award Lowest Price, Technically Acceptable . Please confirm what technical information is required to be submitted with this proposal. Technical proposal shall include vendors plan to perform work requested within SOW and if used, shall also include name of Sub-Contractor and subs past performance related to this type of work. SOW does not mention period of performance. Please confirm the number of days all work is required to be completed within. To be completed within 30 days. Please confirm whether a signed and sealed as-built survey is required after construction is completed. Signed and sealed as-build survey not required. Please provide brand and model of new security camera or base standard to follow. Please provide a standalone security camera, or one incorporated into the keypad, with motion detection and memory card capability. No specific brand or model is required. During site walk, the existing fence had razor ribbon. New razor ribbon is not mentioned in the SOW as part of the barbed wire. Please confirm if this is required to be installed along with the 3 strands of straight barbed wire. The SOW has been updated and attached to this solicitation to include concertina wire on section A and B. Existing chain link fence is 6 . SOW states new fence is to be 8 . Please confirm that the new fence is to be 8 plus the height of the barbed wire (approximately 1 foot height) for a total of 9 . The SOW has been updated. Sections A and B will match the existing height of 6 feet. The orange line, representing the back fence in Section C, will remain at 8 feet. Please confirm if any new signage required to be hung on the new fence or new gates as part of this SOW. No requirements from the contractor to install new signage. Sow does not state what type of operator for the gate. Please provide a make/model for the new operator. The SOW states that a gate operator is required, including all materials necessary to complete the installation. The facility has 220/120 voltage available. A picture of the current gate operators at the facility is attached in a word document for reference. 07/29/2026 Amendment A0001: RFI Q&A for fencing project. Demolition portion: Q: Will we be able to cut current posts off at ground level and leave in place, or would you like each of the posts and concrete removed and subsequently backfilled? A: Post and concrete shall be removed and backfilled. Q: During existing fence removal, will there be anyone available to assist in moving vehicles away from fence? It seems like some of them are very close and we want to take every precaution against damage. A: The unit will make the notification to have the owner move their vehicles away from the fence. These items will be coordinated during the preconstruction meeting after the project has been awarded. New Fencing: Q: There seems to be a small bridge at the corner of the lot. Will the new fencing go past this in a straight line to a predetermined point on the existing fence? A: Enclosure 2, orange line (C) on the SOW: The new fence will not extend beyond the bridge; it will run straight across. Gates: Q: Gate A- ?Currently seems to be a double mechanical gate - Swap to a sliding 26' powered gate. A: That is correct. Q: Enclosure 3 on the pictures, lists that a mechanical cypher lock and camera are to be installed which differs from the scope of work. Will gate-A have an electronic keypad at the entrance AND exit, and where will the camera be mounted and where does the camera feed need to go? A: Camera will be mounted on the entrance of Gate A to capture vehicles coming in. No camera will be used on gate C. Q: Gate C - Proposing to create a 72" wide swing gate with mechanical cypher locks on each side to give enough space for the 60" mower requirement A: Install a swinging gate with a minimum 60-inch opening and a cipher lock.
