**************************************** Amendment 0003 This amendment 0003 is to attach the Question & Answer (Q&A) document and an updated Statement of Work (SOW). The SOW adds two additional tasks. CLIN 0003 will be to replace the pedestrian access gate and the post it attaches to when the gate is closed per the SOW. CLIN 0004 will be to paint the entrance fence per the SOW. Additional images are attached for these additional tasks. Please provide pricing for all four CLINs as well as the total for all of the work. Please see the updated Q&A document and SOW for further details. End of Amendment 0003 **************************************** Amendment 0002 This amendment is to extend the closing date of this posting. The posting will be extended until 07/23/2026 at 10:00am MDT. An additional amendment will be released soon with the Q&A document and an updated Statement of Work. **************************************** Amendment 0001 This amendment is to make two corrections. 1. The Description posted on SAM.gov and the Combined Synopsis in Section 2 incorrectly states in (iv) that work must begin within ninety (90) days after receipt of Notice to Proceed. It should have stated that work must begin within ten (10) days after award. 2. The phone number provided for Wilfredo Munoz is incorrect in (viii) of the Description in SAM.gov and in the Combined Synopsis in Section 2. The best phone number to use to reach Wilfredo to schedule the site visit is 787-253-4586. There are no other changes at this time. **************************************** THERE IS NO INCUMBENT; THIS IS A NEW REQUIREMENT. CONSTRUCTION COMBINED SYNOPSIS/SOLICITATION Non-personal services to replace manhole covers/frames (new frames must match the existing manhole sizes) and to replace the main entrance security gate at the National Weather Service (NWS) Weather Forecast Office (WFO) in San Juan, PR per the attached Statement of Work. (i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will not be issued. Solicitation number 1305M326Q0184 is issued as a request for quotation (RFQ), for the replacement of three manhole covers/frames and main entrance security gate at the NWS in San Juan, PR. This acquisition is set-aside for small business concerns. The associated NAICS code is 238990. The small business size standard is $19.0M. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. (ii) A list of line-item number(s) and items, quantities, and units of measure (including option(s), if applicable). CLIN 0001 Services, non-personal, to provide all labor, equipment and materials (unless otherwise provided herein) necessary for the replacement of three (3) manhole covers and frames (new covers must match the existing manhole sizes) at the NWS WFO in San Juan, Puerto Rico, in accordance with the Statement of Work. Period of Performance: 90 Days from Notice to Proceed, but sooner is desired. CLIN 0002 Services, non-personal, to provide all labor, equipment and materials (unless otherwise provided herein) necessary for the replacement of the main entrance security gate at the NWS WFO in San Juan, Puerto Rico, in accordance with the Statement of Work. Period of Performance: 90 Days from Notice to Proceed, but sooner is desired. (iii) Description of requirements for the items to be acquired, including documentation supporting any brand name descriptions (see 12.102). THE STATEMENT OF WORK (SOW) IS ATTACHED. MANHOLE COVER PHOTOS ARE ATTACHED. SECURITY GATE PHOTOS ARE ATTACHED. THE DAVIS-BACON ACT GENERAL DECISION (GD) PR20260037, REVISION 01, POSTED ON 05/18/2026, WILL BE INCORPORATED AND MAY BE VIEWED AT WWW.SAM.GOV. COMPLETE AND SIGN THE ATTACHED CONSTRUCTION ORDER CERTIFICATIONS AND OTHER STATEMENT OF QUOTERS DOCUMENT ALONG WITH THE QUOTE. SEE THE ATTACHED SF 18 CONSTRUCTION TEMPLATE WITH ALL TERMS AND CONDITIONS WHICH ALL QUOTERS MUST BE IN COMPLIANCE WITH TO BE ELIGIBLE FOR AWARD. QUOTE PRICING MAY BE PROVIDED ON ATTACHED SF18 FORM OR ON COMPANY LETTERHEAD. A PAYMENT BOND OR IRREVOCABLE LETTER OF CREDIT WILL BE REQUIRED UNLESS YOUR QUOTE IS UNDER $35,000.00. (iv) Date(s) and place(s) of delivery and acceptance and f.o.b. point (see part 47). Work must begin within ninety (90) business days after receipt of Notice to Proceed. Work includes ordering parts and equipment not already in stock and necessary to perform the work. Project is to be completed no later than 90 Days from Notice to Proceed but sooner is desired. The purchase order award date is an estimate. If there is a significant delay in awarding this contract, an updated quote may be requested. Place of Performance is: National Weather Service Forecast Office 4000 PR-190 Carolina, PR 00979. (v) A list of solicitation provisions that apply to the acquisition can be found in the attached SF18. (vi) A list of contract clauses that apply to the acquisition can be found in the attached SF18. (vii) Quotes are required to be received in the contracting office no later than 10:00am MDT on THURSDAY, JULY 16, 2026. All quotes must be submitted electronically via email to kirsten.keen@noaa.gov. THE GOVERNMENT DOES NOT ACCEPT RESPONSIBILITY FOR NON-RECEIPT OF QUOTES. IT IS THE CONTRACTOR S RESPONSIBILITY TO REQUEST AND RECEIVE A CONFIRMATION OF THE QUOTE RECEIPT. (viii) Any other additional information required by 5.101(c). SITE VISIT INFORMATION A site visit is highly recommended but not required. Quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.
