Description
The solicitation number for the below-described requirement is HT940826RE017. The North American Industry Classification System (NAICS) code is 722310, Food Service Contractors, which has a size standard of $47 million. The Defense Health Agency has a requirement for non-personal services providing qualified labor and management necessary to perform nutrition care food management, supervisory, technical, administrative, and clerical services that focus primarily on the following areas: dining facility management functions, therapeutic food preparation, patient tray assembly and delivery service, clinical training, facility sanitation, janitorial duties as it relates to the services being provided, and the associated logistics analysis and management functions in support of the Nutrition Care Divisions for five (5) Military Medical Treatment Facilities (MTFs). The following MTFs requiring the Nutrition Care Food Service support are: Weed Army Community Hospital (Fort Irwin, California), General Leonard Wood Community Hospital (Fort Leonard Wood, Missouri), Irwin Army Community Hospital (Fort Riley, Kansas), Winn Army Community Hospital (Fort Stewart, Georgia), and Keller Army Community Hospital (West Point, New York). A transition period of 1 30 November 2026, base period of 1 December 2026 30 September 2027, and two (2) twelve-month option periods through 30 September 2029 are contemplated. The contract will be firm-fixed-price, with a set monthly price established per MTF. The Randolph Sheppard Act (RSA) applies to this requirement; therefore, priority will be given to any responsive State Licensing Agency (SLA) pursuant to the RSA. The priority established by the RSA applies to the award of contracts for the operation of cafeterias on Federal property. NOTE: The evaluation criteria will be the same for all offerors, including any responsible SLA. However, the solicitation will be issued on a full-and-open basis with a small business participation (eg, subcontracting) plan as one of the evaluation criteria for other-than-small businesses and non-SLAs. The solicitation is anticipated to be released on or about 10 September 2026, with an estimated closing date of 1 October 2026. The solicitation and all associated documents necessary for preparing a proposal will be posted on sam.gov. DRAFT versions of the FAR 52.212-1, Instructions to Offerors; FAR 52.212-2, Evaluation of Offers, Performance Work Statement (PWS); Technical Exhibits (A M, excluding I ); and other solicitation documents are included with this synopsis. NOTE: Interested vendors are advised that while the Government intends the final versions posted with the solicitation to be as close to these draft versions as possible, some aspects may change. Vendors are also advised that if there are any changes, the version in the officially solicitation and any subsequent amendments will control and are the documents that will be used to evaluate offers. Interested vendors are encouraged to contact the POCs listed below with any questions they may have, including about the draft documents. This notice does not in itself represent the issuance of a formal request for proposals and is not intended to be taken as such. Prospective offerors are advised that if tentatively selected for award, they must register with the System for Award Management (SAM) (http://www.sam.gov) and obtain a Commercial and Government Entity (CAGE) code and Unique Entity Identifier (UEI) prior to any award being made.
