Description

A solicitation was issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04. The associated North American Industrial Classification System (NAICS) code for this procurement was 517111, with a small business size standard of 1,500 Employees. The FSC/PSC was DG11. The Department of Veterans Affairs Northern Arizona VA Healthcare System (NAVAHCS) had a service requirement for a secure and reliable point-to-point communication circuit with the Arizona Department of Public Safety (AZ DPS) to access the Criminal Justice Information System (CJIS). This connectivity is mission-critical for law enforcement operations and must preserve CJIS security and integrity. The circuit is mandated by AZ DPS to be delivered via metro ethernet, operated in conjunction with onsite equipment as specified, and the service provider must coordinate access consistent with FBI CJIS security requirements. The expected performance period was a base year with four option years thereafter. Award was based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR 13. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government. The following were the decision factors: Price, Past Performance, and Technical. The award was made to the response most advantageous to the Government. Responses were to contain your best terms, conditions. Submission of your questions were to be received not later than 17:00 MST on 04/15/2026 at Jamie.elbedawi@va.gov.
