AMENDMENT 0008 (August 7, 2026): The purpose of this Amendment 0008 is to issue a technical correction to the CLIN 00200 Statement of Work (SOW) attached to Amendment 0007, to reflect a Floor Minimum Load Rating of 25,000 pounds per square foot (25K). Refer to attachment "6913G626R200002 0008" provided. All other solicitation provisions and requirements remain unchanged. AMENDMENT 0007 (August 6, 2026): The purpose of this amendment is to (1) Update the Statement of Work (SOW) for CLIN 00200; and (2) Reopen the Phase II Response period for CLIN 00200 only until August 10, 2026 at 9:00 AM ET. Refer to attachment "6913G626R200002 0007" and "CLIN 00200 SOW - Boxcars (revised August 2026)" provided. All other solicitation provisions and requirements remain unchanged. AMENDMENT 0006 (July 29, 2026): The purpose of this amendment is to (1) Formally update technical specifications in the Statement of Work (SOW) and Task Order Request for Proposals (TORFP) for CLIN 00200; and (2) Incorporate official Responses to Requests for Information (RFIs) 23-24, and clarify Periods of Performance and invoicing procedures for CLIN 00400 and CLIN 00500. Refer to attachment "6913G626R200002 0006" provided. The proposal due date and all other solicitation provisions and requirements remain unchanged. AMENDMENT 0005 (July 23, 2026): The purpose of this amendment is to (1) Formally amend and conform the submission instructions and evaluation criteria for Factor 4 (Past Performance) and Factor 5 (Price) across all Phase II Task Order Requests for Proposals (TORFPs); and (2) Issue official Government responses to Phase II Vendor Questions & Answers (RFIs 1 through 22). AMENDMENT 0004 (July 16, 2026): The purpose of this amendment is to formally incorporate and issue the Task Order Requests for Proposals (TORFPs) and Statements of Work (SOWs) for Phase II of the solicitation. POSTING (June 17, 2026): This Request for Proposals (RFP) is for a multi-award, Indefinite Delivery/Indefinite Quantity (IDIQ) contract vehicle conducted under full and open competition. These contracts provide for commercial rail products and services including but not limited to manufacture and refurbishment of locomotives, freight cars, railcar movers, and associated rolling stock; preventive maintenance and inspection services; corrective repair and overhaul; engineering diagnostics and technical support; and emergency repair services as described in accordance with Section C, Statement of Work.
