Questions and Answers. ---------------- Description of requirement: JBPHH Building 3400 cleaning the HVAC ductwork and air handler units, repairing any leaks, and replacing degraded chilled water line insulation on the ground floor. The work will be performed at the Hawaii Air National Guard Campus, Joint Base Pearl Harbor-Hickam (JBPHH), HI 96853. Period of Performance The estimated period of performance is 180 days, tentatively scheduled from September 1, 2026, to February 27, 2027. ----------------- Quotes are due at 10:00 AM Hawaii Standard Time on Thursday, 13 August 2026. Terms remain unchanged unless notice is amended in writing. If an amendment is issued, normal procedure relating to the acknowledgment and receipt of notice amendments shall apply. Any questions regarding the solicitation are due NO LATER THAN 12:00PM HST, 23 JULY 2026, submitted via e-mail to Jesse Paraiso at jesse.r.paraiso.mil@army.mil . Submittal of quote in accordance with FAR 52.212-1, Addendum to FAR 52.212-1, FAR 52.212-2, Addendum to FAR 52.212-2. Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers: Price, Work Experience, and Technical Capability. In terms of the relative importance of the factors, the Technical Capability factor is equal to the Work Experience and when combined, the non-cost factors are approximately equal to the Price Factor. Solicitation RFQ responses shall not exceed 15 pages, and provide the following: One (1) signed copy of the Solicitation (SF1449) Vender Name, Vendor POC, Vendor CAGE, Vendor UEI, Contact Phone#, E-mail, Discount terms (if applicable); Socio-Economic status; and completed Work Experience Form (attached). Additionally, to be eligible for award, all respondents shall complete all Representations and Certifications found within their profile in the System of Award Management (SAM) at https://www.sam.gov. Information provided from answers to questions shall not change/qualify the terms and conditions of the solicitation and specifications. Terms remain unchanged unless the solicitation is amended in writing. if an amendment is issued, normal procedure relating to the acknowledgment and receipt of solicitation amendments shall apply. The Government intends to evaluate offers and award a contract WITHOUT discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms. [RFO FAR 52.212-1(d)]. An offeror which requires the Government to execute a separate agreement with a third party shall be deemed technically unacceptable. The anticipated award date is between mid to end of August. Award will be made to the offeror who represents the best value to the Government as outlined in accordance with the criteria set forth within the solicitation. No contract award will be made until appropriated funds are made available.
