Description
This notice constitutes Amendment No. 2 to the Solicitation/Request for Proposal (RFP) for the Emergency Medical Support and Evacuation (MedEvac) Services 80JSC026MEDEVAC5Q. All Offerors shall acknowledge all amendments in their responses. This notice serves as the official amendment to subject Solicitation/RFP and a written amendment will not be issued, and attachments are identified below. The purpose of this Amendment No. 2 is to: 1. Post all RFP Questions and Answers to this solicitation as an Attachment. 2. Updates to add Attachment entitled RFP_Solicitation 80JSC026MEDEVAC5Q MedEvac_Amendment 2.pdf which updates SOW Section .1.1.6 and Section M (all updates are clearly marked with red strikethrough and underline within this document). 3. Updates to add Attachment 1. Russian and Kazakhstan Medical Facilities - Aug 2026_Amendment 2.pdf to include additional notes of where the staging areas are for Soyuz landing zones. In the event of a conflict or discrepancy between the responses to the questions and the official solicitation, the solicitation takes precedence The due date for receipt of offers is not extended. The purpose of this Amendment No. 1 is to: 1. Post submitted RFP Questions and Answers as an Attachment 2. Update Attachment RFP_Solicitation 80JSC027R0003 MedEvac_Final.pdf to update the solicitation number in document name, and on Block 5 on Page 1. Deletes the solicitation number in the footer. 3. Update Request for Information (RFI) Questions and Answers.pdf to delete the solicitation number in header. The due date for receipt of offers is not extended. Offerors shall provide the information stated in the synopsis/solicitation. ****************************************************************************************************************************************************** The Government's intention is to solicit information that will permit a competitive evaluation of the Offeror's proposal. The information solicited will demonstrate the Offeror's competence and understanding of requirements and the capability to successfully complete all the requirements specified in the MEDEVAC SOW. All responsible sources may submit an offer, which shall be considered by the Agency. The Government intends to make a single award for all items on an "all or none" basis; therefore, Offerors must provide a proposal that responds to all items. Partial quotes will not be considered responsible to this solicitation and therefore not accepted. The Government intends to award the resulting Purchase Order, if any, without discussions. Offerors are invited to submit a proposal for this project (MedEvac) following the instructions in this solicitation located in the document entitled, "RFP_Solicitation 80JSC027R0003 MedEvac," which is attached to this solicitation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01. The NAICS Code and the small business size standard for this procurement are 621910 and revenue of $22.5 million, respectively. The Offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer, which shall be considered by the agency. NASA is not requesting any political security advisory or evacuation services. MINIMUM REQUIREMENTS This notice is being issued as a solicitation, specifically a Request for Proposal (RFP), for MEDEVAC 5. The minimum requirements for the resulting contract in Section C - Statement of Work.
