Description

This is a NOTICE OF AWARD -- This is NOT a solicitation, request for quotes (RFQ), request for proposals (RFP) or invitation for bids (IFB). The Government has already made an award decision and is not seeking additional offers. -- The U.S. Army Corps of Engineers - St. Paul District sought a contractor to design interpretive display panels for the Lock and Dam 7 Visitors Center, located near La Crescent, MN. The Contractor will develop at least six indoor indoor interpretive display panels and one outdoor interpretive display panel. Displays will cover different topics relevant to the U.S. Army Corps of Engineers. Multiple topics may be incorporated into one panel. The topics should pertain to the general theme: Lock and Dam No. 7 is a part of the 9-foot navigation channel and critical to navigation along the Mississippi River. -- Offers were received from 12 firms. Award Decision was made on the basis of best value to the Government, based on evaluation factors stated in the solicitation provision 52.212-2 and Notes to Offerors attachment. The award was not made to the lowest offer received, nor to the offer that received the highest technical rating. The award price was below the IGE and the median price of offers received. --- This contract was solicited using RFO Part 12 procedures for Acquisition of Commercial Products and Commercial Services. This does not allow the Government to reveal the names, amounts or evaluation details of the offers that did not receive the award.
