Description

This is for market research purposes ONLY and no award is guaranteed as a result of this sources sought. This is NOT a request for competitive proposals and is published for informational purposes only; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government. Moody AFB is looking for vendor capable of providing a 25-Foot commercial-grade rigid-hull, fiberglass-reinforced law enforcement patrol vessel with dual outboard propulsion engines, electronic/navigation system, law enforcement lighting, custom operational accessories and an aluminum trailer. The vessel will be utilized by Port Moody AFB tactical and law enforcement units to conduct waterborne security, patrol, interdiction, and search0and-rescue operations in austere coastal and harbor environments. The following characteristics are as follows Hull Design & Construction: Must feature an unsinkable hull design utilizing commercial-grade fiberglass construction with high-density foam flotation. Self-bailing deck cockpit with integrated scuppers. Minimum cockpit interior freeboard of 28 inches. Heavy-duty rubrail and heavy-duty rub strakes (angle mount) for structural defense during close-quarters maneuvers and docking. Stainless steel cutwater guard to protect the keel during shallow or rocky operations. Length overall (LOA) of approximately 25 feet to balance stability and maneuverability in harbors and coastal zones. Propulsion & Fuel System: Dual outboard configuration: Dual 225 HP V6 CMS DTS (Digital Throttle & Shift) engines (minimum total 450 HP) to ensure high-speed transit and operational redundancy. Fuel capacity: Minimum 172-gallon integrated under-deck fuel tank. Engine guard / crash rail installed around the outboards to prevent damage during tactical boarding or collisions. Hydraulic tilt steering system with recessed electric trim tabs. Tactical & Mission Equipment: Heavy-Duty Tow Post: Bow-mounted towing eye and a heavy-duty stern-mounted tow post with storage (must delete standard stern seating to maximize operational deck space). Weapon Storage: Integrated weapon storage solutions, including a 36-inch aluminum leaning post with built-in secure weapon storage and an associated protective canvas cover. Scuba Storage: Custom-mounted scuba cylinder rack capable of securing a minimum of four (4) SCUBA bottles, plus integrated rod holders at the helm seat and stern deck. Navigation & Communications Electronics: Primary Display: Minimum 16" Simrad NSO EVO3S (or functional equivalent) multi-function electronics and navigation display package. Radar: Simrad Dome HALO24 (or functional equivalent) high-definition marine radar system mounted to the hardtop. Sonar: 1kW thru-hull transducer for precision depth and sub-surface imaging. VHF Radio: Marine VHF radio system (Simrad RS40 or functional equivalent) with external antenna. Thermal Night Vision: Pan-Tilt-Zoom thermal night vision camera system (M332-30HZ or functional equivalent) integrated with the primary display (hardtop-mounted). Law Enforcement & Tactical Lighting: Emergency Lighting: Whelen (or functional equivalent) law enforcement emergency marine lighting package (Cenator 36" hardtop-mounted lightbar) featuring high-intensity LED lights, siren, and speaker system. Configured with RED/Amber tactical lighting. Searchlight: Hardtop-mounted ACR remote-controlled spotlight (minimum 200,000 candlepower) operated from the console helm. Tactical Underwater Lights: Minimum of three (3) blue LED high-intensity underwater transom lights for low-visibility operations and tactical diving support. Consoles, Shelter & Comfort: Center console configuration with protective hardtop frame, electronic box (E-box), and integrated windshield wiper. Leaning post with flip-up bolster and backrest for the helm operator. Full weather wing curtains (attaching to the hardtop) to protect operators from inclement weather. Bow area seat cushions with forward console base and backrest for transport and rescue personnel. Reversible helm seat with raw water plumbing (fill and drain capability). Required Accessories & Covers The vessel package must include the following custom-fit protective canvas covers and operational support gear to maintain readiness: One (1) 36" Leaning Post / Weapon Storage canvas cover (Black). One (1) Console protective cover (Black). One (1) Leaning Post cover (Black). One (1) integrated battery charging system with a heavy-duty battery package (minimum three (3) GR31 AGM marine-grade batteries) and two (2) fire extinguishers. One (1) complete anchor package (marine-grade anchor, chain, and line rated for vessel size). Trailer Requirements Type: Heavy-duty, dual-axle aluminum boat trailer (specifically designed to fit a 25-foot rigid commercial hull). Brakes & Lights: Integrated marine-grade braking system and waterproof LED road lighting. Capacity: Sized appropriately to support the dry weight of the vessel, dual engines, fuel load, and mission equipment. Warranty and Delivery Hull Warranty: Minimum ten (10) year limited commercial hull warranty. Engine Warranty: Manufacturer standard commercial warranty for dual outboards. Manuals: Complete set of digital operator, parts, engine, and electronics maintenance manuals. Delivery: Inland freight and handling included to the designated Port Moody AFB drop-off point.
