Description

The 4th Contracting Squadron is issuing this presolicitation notice of intent to sole-source IAW RFO 5.101 for the Fuel Oil Heat Exchanger Flush Kit, Part Number: HF11 AF F 15. The item description and salient characteristics are as follows: the Hot Flusher cleans the FOHE while it is installed on the aircraft, which prevents overheating and unnecessary downtime, saves the FOHE from premature failure, and expedites aircraft availability. The specific requirement is for one Fuel Oil Heat Exchanger Flush Kit, Part Number: HF11 AF F 15, utilized for F-15 fuel/oil heat exchanger flushing. The system must meet the following technical specifications: designed for a portable flight line or shop use environment; utilizes a solvent-free thermal oil system; operates at 185 F to 195 F oil heat; features a flow rate of 4 to 80 GPM with a maximum regulated oil pressure of 80 PSI; includes a 4 to 100-gallon reservoir; utilizes a 120 PSI air purge; features an automated reversing flow mechanism; contains a filtration system consisting of a 28-micron reusable screen, a 10-micron disposable filter, and a 50-micron reservoir filter; utilizes quick-connects and an air hose with a nozzle; is equipped with digital temperature and pressure gauges alongside a flow meter; includes safety features such as auto-timers, an automatic shutoff dirty-filter sensor, and an Emergency Stop (E-Stop). The sole-source determination is based on market research, which included a review of previous contracts and current market availability for Fuel Oil Heat Exchanger Flush Kit, Part Number: HF11 AF F 15. On 12 July 2024, the F-15 System Program Office (SPO) confirmed that units participating in the fuel-oil heat exchanger cleaning program must use the Fuel Oil Heat Exchanger Flush Kit, Part Number: HF11 AF F 15 and coordinate with the F-15 SPO to ensure the equipment is properly configured prior to use on the F-15 weapon system. The Government intends to award a sole source award to Hot Flush LLC based on the requirement for the Brand Name item specified above and supporting market research. The Government invites offerors to submit a response to this notice that would demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder mission objectives. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES; AND NO SOLICITATION IS AVAILABLE.
