Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. This acquisition is for the selected Contractor to provide all necessary, non-personal, Mess Attendant services, to include, but not limited to management, supervision, administration personnel, labor, transportation, uniform, and incidental supplies and services to provide Mess Attendant Services at Base Los Angeles, Long Beach, San Pedro, CA. To accomplish its mission, it is essential that the dining facility be always maintained in an attractive and sanitary condition, and that military etiquette is adhered to. Base LA/LB consists of one dining hall, named Charles Walter David Jr. Dining Facility, that provides meal service for breakfast and lunch, meeting the nutritional needs of Coast Guard and civilian personnel. Contractor employees generally perform all work between the hours of 0600 and 1400 PST, Monday through Friday (except Federal holidays). However, there may be occasions when Contractor employees shall be required to work other than normal business hours due to special events or circumstances, including weekends and holidays, to fulfill requirements under PWS. The Contractor shall provide Mess Attendant services for special events, such as Reservist Weekends and Official Functions, on an as-needed basis under this Reserve Contract Line-Item Number (CLIN). Note: This procurement is an 8(a) competitive set-aside with the caveat that State Licensing Agency, considered other than small business, will be allowed to compete. Offers from the State Licensing Agencies (for Blind vendors) operating under authority of the Randolph-Sheppard Act, 20 USC, 107(a-e), must be given priority in accordance with regulations prescribed by the Secretary of Education at 34 CFR 395.33. This procurement is subject to the Randolph-Sheppard Act (RS-Act), 20 U.S.C. 107, Operation of Vending Facilities and 34 CFR 395.33, Operation of Cafeterias by Blind Vendors, which establishes a priority for blind persons recognized and represented by the State Licensing Agency (SLA), in the award of contracts for the operation of cafeterias on federal facilities. Accordingly, although the solicitation is 100% 8(a) competitive set-aside, the State Licensing Agency will also permitted to submit a proposal in accordance with 34 CFR 395.33(b). This notice is not designed to discourage competition, rather, it notifies all potential Offerors that the priority established by the RS-Act for proposal received from SLAs and other blind vendors is applicable to this procurement. The evaluation criteria is the same for all competing Offerors, including the responsible SLA. The award will only be made to an 8(a) concern or an SLA. If the SLA is dissatisfied with an action taken relative to its proposal, it may file a complaint with the Secretary of Education under the provision of 34 CFR 395.37. (A) The solicitation number is 70Z08426RLALB0003 and is issued as a Request for proposal (RFP) for Base Los Angeles Long Beach Mess Attendant Services. (B) The solicitation document and incorporated provisions and clauses are those in effect through Revolutionary FAR Overhaul (RFO). Department of Labor under Service Contract Labor Standards, Wage Determination Number 2015-5613, revision 32, dated 03/30/2026 is applicable and is attached. (C) This solicitation is issued as an 8(a) competitive set-aside. The associated NAICS code is 722310 and the small business size standard is $47 million. (E) Description/Statement of Work/Specification: Provide Mess Attendant Services at Base Los Angeles, Long Beach, San Pedro, CA. This includes: Please see the attached for the Performance Work Statement (PWS). (F) Date(s) and place(s) of delivery and acceptance: This service is for a base year of 01 September 2026 through 31 August 2027 and contains four one-year options that can take this service through 31 August 2031, if exercised by the Contracting Officer. The place of performance for this service is at USCG Base Los Angeles, Long Beach, San Pedro, CA. (G) Evaluation: For the evaluation criteria, please see the attached RFP terms and conditions. The Government will not pay, nor reimburse, any costs associated with responding to this announcement. The Government is under no obligation to award a contract as a result of this announcement.
