8/11/26 - The purpose of Amendment 2 is to: Correct the primary point of contact email on SAM.gov Contract Opportunity page for this solicitation: 12639526R0006, ALB Tree Removal, Deregulation, restoration - South Carolina. The primary point of contact email is changed from kimyen.n.tu@usda.gov to kimyen.tu@usda.gov consistent with the email referenced in the solicitation documents. Extend the solicitation due date from 7/31/26 at 10:00am CT to 8/12/26 at 2:00pm CT. All other terms and conditions remain the same. ---- 7/27/26 - The purpose of Amendment 1 is to: Revise Attachment 1 Statement of Work. See Continuation Pages of this Amendment for details. Revise Attachment 2, Price Proposal Spreadsheet. See Continuation Pages of this Amendment for details. Post the Standard Form (SF) 1449 to SAM.gov. As stated in Section C, Notes to Offerors, Proposals submitted in response to this solicitation must include a signed SF1449 and acknowledgement of Amendments. Incorporate the attached Questions and Answers All other terms and conditions remain the same. ---- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes only solicitation. Proposals are being requested and a separate written solicitation will not be issued. Solicitation number 12639526R0006 is issued as a Request for Proposal (RFP) for tree ALB tree removal, deregulation of host material, and associated landscape restoration services in Hollywood and Mount Pleasant South Carolina. The goal of the South Carolina ALB Program is to eradicate ALB from all known infested areas and to prevent the spread of the insect to uninfested areas through the survey and removal of infested and high-risk host trees. This contract will cover tree removal services in the various housing developments, wetlands, woodlots, and industrial areas under all conditions and terrain types within the Quarantine Zone. The work area consists of terrain types of the Atlantic coastal plain including swamps, marshlands, and tidally influenced areas, as well as upland forests. Work performed on public and private properties will require the Contractor to contact and meet with the property owner or other approved point of contact to discuss the removal operations prior to starting the work. The Contractor shall provide all personnel, labor, equipment, and supplies required to remove ALB host trees and restore the Removal Site to conditions comparable or better than conditions prior to any tree Removal Operations. Removal and restoration activities may include, but are not limited to, total removal of trees of any size and character in any location; removal of collateral trees; removal and deregulation of all brush and woody debris resultant from the removal of targeted trees; stump treatment (herbicide treatment or stump grinding); employing methods to reduce soil disturbance/loss; and extensive landscape restoration including, but not limited to, topsoil replacement, seed sowing, and occasional tree replacement when. The Contractor is responsible for completing work with the highest quality standards, timeliness, and minimal public disruption. This acquisition is not set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 561730. The small business size standard is $9.5 million. This acquisition is an unrestricted requirement. All responsible sources may submit a proposal which will be considered by the agency.
