Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quote (RFQ) under Standard Form 1449. The solicitation document and incorporated provisions and clauses are those in effect. Set-Aside: 100% Total Small Business Set-Aside NAICS Code: 532412 (Construction, Mining, and Forestry Machinery and Equipment Rental and Leasing) Size Standard: $40,000,000.00 (as established in Block 10) Response Deadline: September 8, 2026, at 12:00 PM Local Time Submit Quotes To: SFC Cameron Wade at cameron.r.wade.mil@army.mil and SSG Robert Torres at robert.torres170.mil@army.mil Contact Phone: 910-908-4674 1. DESCRIPTION OF REQUIREMENT The contractor shall provide all personnel, equipment, rigging, permits, and mobilization necessary to perform heavy lifting operations to support the coordinated restationing and download of approximately 116 pieces of heavy tactical engineer assets at Fort Polk, Louisiana. Core Specifications: Equipment: One (1) certified hydraulic mobile crane platform with a minimum certified lifting safety threshold of 110,000 lbs at the required operating radius (utilizing a 225-ton-class crane model). Personnel: One (1) certified Crane Operator and one (1) certified Rigger (holding active NCCCO or equivalent certifications). Operational Windows (Split-Week): Week 1 Operations: September 21, 2026, through September 25, 2026 (40 hours). Intervening Weekend (Staging): September 26 27, 2026. The crane may remain staged on-site at the motor pool at $0.00 standby/rental cost to the Government. Week 2 Operations: September 28, 2026, through September 30, 2026 (24 hours). Total Active Operational Hours: 64 Hours. Performance Location: 46EN BN Motor Pool: Bldg 3802 Texas Ave Fort Polk, LA 71459. 2. INSTRUCTIONS TO OFFERORS (FAR 52.212-1 ADDENDUM) Offerors must submit the following documents to be considered for award: Technical Capability Statement: Confirming access to a mobile hydraulic crane with a minimum certified lifting safety threshold of 110,000 lbs at the operating radius, and confirming NCCCO-certified personnel (operator and rigger). Completed CLIN Price Schedule: Unit and total pricing for CLINs 0001 through 0011 (completing Blocks 23 and 24 of the Standard Form 1449). Past Performance: Provide a list of at least two (2) similar contracts executed on military or federal installations within the past three (3) years. Base Access Plan: Affirmation that all personnel can pass standard military installation access control (IACS) vetting. 3. EVALUATION FOR AWARD (FAR 52.212-2 ADDENDUM) The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes: Factor 1: Technical Acceptability. The quote must meet the minimum certified lifting safety threshold of 110,000 lbs and demonstrate compliance with the split-week performance window and local base access standards. Factor 2: Price. Evaluated on the total overall proposed contract price. Award will be made on a Lowest Price Technically Acceptable (LPTA) basis. 4. INSPECTION AND ACCEPTANCE INSTRUCTIONS (FAR 52.212-4(a) ADDENDUM) Since performance takes place at a remote military installation separate from the contracting activity, the following Inspection and Acceptance terms apply: Inspection & Acceptance Place: Destination (Fort Polk, LA). Performance Location / Delivery Address: 46EN BN Motor Pool: Bldg 3802 Texas Ave Fort Polk, LA 71459 Inspecting Activity / Ship-To DoDAAC: W907WX (46th Engineer Battalion). Government Inspector: The designated Contracting Officer's Representative (COR) or the unit S4 Technical Representative from the 46th Engineer Battalion will inspect the contractor's equipment certifications, personnel credentials, and monitor daily operational lift logs. Acceptance Criteria: Final acceptance will be based on the successful, safe execution of the 64 active operational hours of rigging and lifting support as verified by the Government Inspector. Receipt and acceptance will be formally processed in Wide Area WorkFlow (WAWF) utilizing the Invoice 2in1 format.
