Description

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Government hereby submits a notice of intent to award a sole source firm fixed price award for the US Coast Guard Base Kodiak for a Photon Remotely Operated Vehicle (ROV). The vendor will be Deep Trekker, Inc, 2-155 Washburn DR, Kitchener, Ontario, N2R 1S1, Canada, UEI: JDW2RG8E7S63 This action is being awarded on a sole source basis pursuant to FAR 12.102, services required by the agency are available from only one responsible source and no other type of services will satisfy agency requirements. In accordance with ALCOAST 297/24, the Department of Homeland Security has identified a limited number of ROVs eligible for purchase for the agency. Due to cybersecurity requirements, operator training protocols, and interoperability, the Deep Trekker ROV models have been selected by the Maritime Robotics and Autonomous Forces, US Coast Guard Office of Specialized Capabilities, as the required brand for ROVs. Deep Trekker sells their ROVs directly, therefore this is the only source available to procure this item. USCG Base Kodiak, Kodiak, AK will be the procuring entity for this effort. Delivery will be to Kodiak, AK. The Government intends to acquire commercial items and services using the provisions, clauses, and procedures prescribed in FAR Part 12. The NAICS Code for this requirement is 334511. This notice of intent is not a request for competitive quotes. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 27 Aug 2026, at 1:00 p.m., Alaska time. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
